The Minister of Development, Cseke Attila, told B1 TV on Monday that the second package of government measures includes “proposals to reduce budgetary staff, on the part of local public administration authorities”.
“Before telling them about them, I would tell you that (…) it takes efficiency on both sides, that is, on the side of the local authorities, as well as on the central authorities. And on the central authorities, in ministries and on the structures subordinated to the ministries,” said Cseke Attila, who estimates that the second package will be adopted this month.
He said that the government program provides for “a 20% reduction in the number of positions in the public administration, either central or local”.
“And in the discussions we had with the local authorities, this idea of reducing the number of positions by 20%is outlined. It is a proposal that would apply on the ordinance 63/2010, which establishes the minimum and maximum limits of positions, depending on the degree of the locality, that it is common, city, municipality, county, sectors, and Development.
What is the “advantage” of the mechanism
According to the minister, applying the proposal on the mentioned ordinance is timely because “it does not cut from everyone.”
“This system, the 20% decrease in the number of positions, on this system, on Ordinance 63, has an advantage that we support, namely that it does not cut from everyone the same, in the sense that a local authority where the activity has been managed efficiently and where the organizational chart is not completely used, this reduction may not determine, in the case, in the case, in the sense, Cseke Attila explained.
He said that this mechanism allows a “differentiation between deserving and less deserving”.
“Where the organizational chart is full, that is, where the efficiency may have left over time, there will be a need for a reorganization, because reducing the number of positions by 20% also means reducing the positions occupied. Where the mayor was more efficient, he was more correct and he managed his situation in a more limited human resources,
Regarding the effective adoption of the second fiscal package, the official stated: “I think this month should be completed, approved from Parliament.”
