The expenses with the staff have exceeded the legal limits and the performance prizes and qualifications were unjustified at the National Forest Administration-Romsilva, between 2021-2023, shows the report of the Control Body of the Ministry of Environment, announced Diana Buzoianu, who stated that in the prosecutor's office.
According to the quoted report the expenses with the staff exceeded the legal limits, between 2021-2023, with 49 million lei.
“Thus, the legal provisions stipulate that these expenses cannot be exceeded without budget rectification steps”, according to a press release sent by the USR on the “Forest Directorate – Romsilva Directorate”.
Also, punctual problems were also indicated, in some forest directions. “At the Constanța Forestry Directorate, the expenses with the staff were in 2024 2.9 times higher than the turnover. At the Constanta and Galati Forestry Departments, the salary expenses were, between 2020-2024, large than the turnover of the direction for 5 years in a row,” said the Minister of the Environment.
The Control Body of the Ministry of Environment has also found performance prizes and qualifications that were granted unjustifying. Between 2021 and 2023, bonuses of over 46 million lei were granted, given that numerous forest directions registered considerable financial losses.
“At the Tulcea Forestry Directorate, 2,705,129 lei were granted in 2022 and the” Very good “rating, although the losses were 14,986,206 lei. Also in 2022, at the Forestry Directorate Bistrița-Năsăud, the first ones were 1,050,000 lei for losses of 12,445,721 lei ”, shows the report cited.
Also, the defective management of special funds was also found. “The fund for the conservation and regeneration of the forests was at the end of 2024 per minus with 24,715,633.34 lei. The money is intended for the essential works of conservation and regeneration of the forests. The negative balance appeared after transfers regarding advance income between the forest directions and the RNP Romsilva. also reported by the Court of Accounts ”, according to the report.
“These are the concrete facts that make the reform of this institution not only necessary, but mandatory,” said Buzoianu, quoted in the press release.
According to the quoted source, between 2023–2024, the gross profit of Romsilva collapsed by over 83%, from 251.9 million lei in 2023 to only 42.2 million lei in 2024. Compared to 2022, the decrease is even more dramatic, almost 90%.
Buzoianu proposed, as part of the Romsilva reorganization and reform process, the regionalization of the director, with the reduction of the number of forest directions from 41 to 12 and the number of directors by 90%.
The public debate of the Government Decision for the approval of the new Romsilva organization and functioning regulation will take place on Thursday, from 12.00, in physical and online format, the Ministry of Environment announced.
