The court's decision comes after Constantinescu challenged the request to move from CJPC Constanța to the similar structure in Ialomița county, a decision taken by the former ANPC president, Cristian Popescu Piedone.

His request provided for Horia Constantinescu to be moved to Ialomița for a period of six months “taking into account the professional experience and professionalism he showed” in the Structure in Constanța.

However, the quoted source notes that the decision taken on July 25 by ANPC president came from Horia Constantinescu's statements about the numerous irregularities found following the controls he carried out, cataloging the situation created by Piedone as “an action coordinated by intimidation and reduction to silence”.
