Officially, the changes were aimed at “strengthening the effectiveness of the government” and better adapt to the challenges of the second half of the term. Unofficially – they were to stop the decline in support in the polls, which appeared after the presidential election losed.

Despite these activities, social trust in the government has not increased, and public opinion research shows that the trust crisis is structural. Critics point to an insufficient pace of reforms, deteriorating economic situation and a lack of consistent government communication with citizens.

According to a survey conducted at the request of “Rzeczpospolita” up to 78.2 percent respondents declared that changes in the composition of the Council of Ministers did not affect their government assessment. The opposite opinion was Only 14.7 percent respondents.

The reconstruction of the government, which was to be a signal of freshness and response to deteriorating social moods, did not bring the expected political effect. Among the people who decided that the changes had an impact on their perception of the government, the sentences were almost evenly divided – 37.6 percent stated that the reconstruction improved their opinion, while 37.2 percent She decided she worsened her.
Importantly, the reconstruction did not arouse enthusiasm even among the voters of the ruling Civic Coalition. According to the studyup to 54 percent supporters of KO and 59 percent Voters of Rafał Trzaskowski – the president of Warsaw and one of the leaders of the government camp – admitted that the changes did not impress them.

Experts comment that reshuffles were more symbolic than a real character. According to prof. Antoni Dudek, a political scientist from the Cardinal Stefan Wyszyński University, the scope of changes was too limited to influence deeper social processes. – “Such a reconstruction is not enough to change the deteriorating opinion of Poles about the government. Presidential elections were very much influenced by social moods. The only change that could affect the mood of public opinion is the dismissal of the prime minister” – assessed Prof. Dudek in an interview with Rzeczpospolita.
In his opinion, the current moods are not only the result of staffing problems in the government, but also a deeper fatigue of society with the political situation and the lack of noticeable effects of promised reforms.
Prof. Dudek comments on this in a blunt way: – “Mixing tea does not become sweeter. The changes were made more or less in the same group and were received as insignificant release” – he emphasized.
The political scientist also noted that if the government and the prime minister do not improve the quotations until autumn, it may turn out that even the dismissal of Donald Tusk will not be able to save the political situation of the Civic Coalition. – “At that time, even the possible promotion of Radosław Sikorski at the prime minister may be late and insufficient,” he added.
The study was conducted by the Institute of Market and Social Research (IBRIS) on July 25-26, 2025 on a nationwide, representative sample of 1171 people. The margin of the statistical error is 3 percent.
