The report “Dreigingsbeeld Statelijke Actoren 2025” (assessment of threats to state actors 2025) describes the case in which one of the Israeli ministries was unofficially sent to Dutch journalists and politicians to a document containing personal information about the Citizens of the Netherlands.
The goal was to intimidate or discredit critical people against Israel's policy and direct media narrative in the Netherlands. This took place after the incident involving Maccabi Tel Aviv supporters in Amsterdam in November 2024. These activities were assessed as part of a wider disinformation campaign.
According to NCTV, “the way of dissemination (this information) was defined by Dutch ministers of justice and foreign affairs as unusual and undesirable due to possible negative consequences for the Citizens of the Netherlands.”
Israel joins Russia, China and North Korea
The report also warns against growing pressure from Israel and the United States to the International Criminal Court in The Hague. The Netherlands as hosting the justice institutions “is special responsibility for their protection against foreign interference.”
Earlier NCTV reports mentioned Israel mainly in the context of using spy software. For the first time, however, this state was listed as an actor conducting hostile influence actions.
Until now, Russia, China, Iran and North Korea have been considered the main threats. According to experts, including Israel in this category is a significant change in the Netherlands' Security Policy and may have diplomatic repercussions.
