On Friday, the government adopted a bill on central e-registration of visits to a doctor. The e-registration is to replace a distributed system of visits for visits, for treatments and operations carried out in hospitals and clinics.

The Council of Ministers adopted on Friday the draft act submitted by the Ministry of Health amending the Act on healthcare services financed from public funds and some other acts.

“From next year The government will launch central electronic registrationwhich will increase the availability of visits, shorten the waiting time and help patients choose the best date and facility. The solution will be implemented, among others as part of the National Plan of Reconstruction and Increase Refuge (KPO). The new system will simplify and speed up the registration process to healthcare services as part of primary visits. It will also provide patients with easier access to information on the availability of dates with all healthcare providers covered by the central registration system, “the prime minister said after meeting the government.

According to the draft, notification for a visit to the doctor as part of the central registration will be submitted: via the patient's online account (IKP) or directly to the service provider – in person, by phone or email.

During the notification, the patient will be able to mark his expectations, e.g.

  • preferred date,
  • place of visit,
  • specific doctor,
  • a specific facility.

The system will propose the nearest possible date of the visit.

The deadlines will be assigned in the order of applications, the patient's medical category, his rights (e.g. the right to use benefits out of order) and selected criteria.

A joint queue of waiting will be introduced in the scope of each health care service. In the absence of the appointment available, the patient will be placed in the central waiting list, and not – as today – on waiting lists conducted separately by each facility.

The patient will remain in the central list of waiting until the available free date for the provision of healthcare providing, meeting the criteria specified by the patient.

At the beginning, i.e. from 2026, the central electronic registration will apply to the following services: cardiology, prevention of breast cancer and cervical cancer prevention. The scope of services will be gradually extended to other healthcare services.

From January 1 to July 1, 2026, there will be a period in which medical facilities will be able to join the central electronic registration system. After July 1, 2026, the operation of central registration (for the indicated healthcare services) will be mandatory. (PAP)
