Bogdan Ivan, about the “aberrant situation” of the building with offices and companies that in the last 18 years have not paid any leu: the ministry has requested the evacuation of the space, those who occupy it refused

The Minister of Energy, Bogdan Ivan, announced on Thursday night that in June, when he was leading the Economy's portfolio, he notified the General Prosecutor's Prosecutor's Office of the “Aberant situation from the building on Oltenita Road”. This is the office building discovered by the current Minister of Economy, Radu Miruță, who was occupied for almost two decades without the state collecting at least 1 leu rent, although the spaces were rented and even under rent.

Ivan specifies that the Ministry of Economy has requested the evacuation of the space, “but those who occupy it refused”, so that the evacuation can only be carried out by a court decision.

“On June 2, as Minister of Economy, I notified the Prosecutor's Office near the ICCJ about the aberrant situation from the building on Oltenita Road,” wrote Bogdan Ivan, in a message published on his Facebook page, in which he also presents the “chronology of facts”:

  • March 2025 – I received the report of the Court of Accounts, which reported serious irregularities;
  • April 2025 – I sent the minister's control body on the spot;
  • June 2025 – With the completion of the control report, I ordered, on June 2, the notification of the Prosecutor's Office attached to the High Court of Cassation and Justice.

“Clear administrative actions solve the problems. And I applied such decisions, concretely. Although the Ministry of Economy has requested the evacuation of the space, those who occupy it refused. Thus, the evacuation can be carried out only by court decision,” added the Minister Ivan.

According to him, the situation is currently “analyzed by the competent authorities”.

What the current Minister of Economy discovered “with great stupor”

On Monday, the Minister of Economy, Radu Miruță, announced that an office building under the administration of the ministry, located in Bucharest, was occupied for 18 years without the state collecting any rent.

“You may have heard of stolen with the bag, trailer or trunk … But with the whole building?! This is certainly new. I was told not to break the buba, to leave them as others have left them.

According to Miruță, this is a building with an area of 1,500 square meters, in which there are 54 offices in which several companies operate.

“But for 18 years the ministry does not receive any leu rent, even if they are rented and under rent. Yes, you read well: zero lei for almost two decades while others were collecting beautiful money,” he stressed.

Miruță stated that he had ordered the evacuation of the space.

“How was it possible? Simple: because they were allowed. But things can no longer continue.

From the dialogue posted by the minister, in the video images that accompanied his post, it appears that the last contract between the building administrator and the Ministry of Economy has expired in 2004, being automatically extended by another year. The administrator claims that he subsequently sent several memoirs to the ministry, but received no answer.

According to the minister, where of the companies occupying an office in the building is a security company.

“How big will the size of this story be in Romania?”

Subsequently, Miruță explained, in a show at Antena 1, that the building is owned by the Ministry of Economy, by a government decision issued in 2012. The space would have been initially intended for a business incubator, based on a contract concluded in 2004, valid for 12 months, with an automatic extension for another year.

“In 2012, the ministry received by government decision this building where this situation was years ago. It inherited it with those who used it illegally. It is a contract that, people say, has a clause that if it does not ask for any of its interruption, it extends every year,” said Miruță.

He stated that the right of use of the space was conditioned by the status of “business incubator”. “I went to the ministry I run. This label is given by the ministry. The ministry issued a paper attesting that the space was never a business incubator,” Miruță said.

The government official added that an official complaint was filed to all the institutions empowered to verify the situation and to take the legal measures that are required.

He also mentioned that there was internal resistance when he started asking questions.

“I was told from the ministry:” Don't you think that no one wanted to do anything for 18 years? Do you really think it didn't know? ” I do not say that it is a threat, it may be a friendly opinion.

“See 54 offices and that someone else takes money in the name of the Romanian state, and catch that this happens with aggression beyond any limit … Do you think how great the size of this story in Romania?”
