MegaFon was the first to equip its interior interior with terminals on the telecom market to confirm the personality of citizens through a single biometric system (EBS).
At the first stage, biothermins are installed and launched in separate retail points of the operator in Moscow and St. Petersburg, and then the service will become available in all the operator’s communication salons in other regions of Russia. A new way of interaction with the client will simplify the activation of SIM cards for foreign citizens, which, in accordance with applicable law, must be identified using biometrics.
The first biothermins have earned today in four of the Megafon communications salons in Moscow and in the same salon in the northern capital of Russia. The project was supported by the Ministry of Cyphra of Russia, the Center for Biometric Technologies (CBT; the operator of the unified biometric system), as well as the OVISION company that supply biometric terminals. The introduction of a new process and equipment will greatly simplify the client path to buy SIM cards to foreign citizens or stateless persons.
Recall that in order to conclude an agreement on the communication services of this category of buyers, it is necessary to receive an insurance number of an individual personal account (SNILS), make a confirmed account on the public services portal and register biometrics in the bank branch. The operator is obliged to verify the client through the EBS. And only after the reconciliation of all data of the SIM card will it be activated.

To date, the biometry of a foreign citizen is being verified on the public services portal. The subscriber can use for this his own smartphone on which this application is installed. The second option is the use of a personal cabinet of a legal entity at EPGU, through which an employee of the operator can identify directly in the communication salon.
With the installation and launch of biothermins, the subscriber verification procedure is significantly simplified, since the identification terminal is integrated into the processes of concluding the contract. As a result, the time of both the employees of the salon and the operator’s customers are significantly saved.
The use of the functionality of public services for the verification of subscriber biometry is a temporary measure provided for by the Ministry of Digital Development, Communications and Mass Communications, which can be used before the widespread introduction of biothermins connected to the EBS.
“We are constantly looking for opportunities and implement improving the client paths. Already in the fall, we will be able to completely equip our salons with biothermins, which will reduce the time for servicing the client by one and a half to two times, making the purchase of SIM cards by foreign citizens or stateless persons as simple and convenient as possible, ”says Igor Glebov, director of the Megafon Development Department.
