The flexible transformation of departments and the merger of hospitals by local governments assumes a hospital reform project adopted on Tuesday by the government – the Ministry of Health said. MZ has abandoned the removal of the provisions on the apprenticeship in simplified mode by doctors from outside the EU.

The government adopted a draft amendment to the Act on healthcare services financed by the Ministry of Health and the Act on medical activities.

The project assumes that Hospital in the so -called The networks will be able, with the consent of the President of the National Health Fund, under a given profile, replace the full hospitalization mode for planned or one -day treatment or for providing benefits in the field of stationary long -term care. Pediatric hospitals will be able to limit the provision of night and holiday care to minors.

Another solution assumes that the relationship between local government units (JST) will be able to create and conduct independent public healthcare facilities (SP ZOZ-Y), as well as medicinal entities operating in the form of capital companies and budgetary units. The project provides for the possibility of connecting hospitals by local government units.

The project assumes the introduction provisions regarding the creation and approval of repair programs SP ZOZs in which the net loss occurred. The preparation of the program would be preceded by the analysis of the efficiency of the hospital and its individual units. Similar provisions were proposed for research institutes and capital companies with at least 51 percent. Treasury, local government units or medical university.

According to the project, the Agency for Assessment of Medical Technology and Tariffs (AOTMIT), at the request of the Minister of Health, will analyze repair programs and their implementation, including the economic and financial situation of medical entities and the quality of management. In addition, when shaping the AOTMIT tariffs, it will analyze the participation of services in hospital and outpatient medicine.

The MZ self -sis for the project leaves the possibility of practicing a doctor in the so -called a simplified procedure by doctors from outside the EU, i.e. on the basis of the decision of the Minister of Health, and without the right to practice the profession (PWZ) issued by the District Medical Chambers.

The project of the MZ Hospital Reformation, in the version directed to the Council of Ministers in April, assumed the removal of the provision on the so -called simplified mode. The Government Legislation Center announced that it was a reason for the transfer of the hospital reform project to be re -examined by the Standing Committee of the Council of Ministers.

The project assumes the introduction of a new benefit of guaranteed healthcare provided at the Poviat Health Center.

He also assumes that a referral will not be needed for a sports medicine, optometrist and psychologist. The optometrist will be able to put a referral to an ophthalmologist.

RHospital eform is a “milestone” in the National Rebuilding Plan (KPO)that is, the payment of money from KPO depends on its implementation. Thanks to the changes, the offer of hospitals is to be adapted to local needs, including demographic changes: a falling number of births and an aging society.
