Romania, among the weakest EU countries in PNRR implementation. Recovery of delays, “unlikely”

Romania is among the savings with the least progress in the implementation of the National Plan of Redress and Resility (PNRR), registering a rate of 27%, under the average of the European Union, of 32%, in June 2025, the report on the Financial Stability on the Moon of the National Bank (BNR) Agerpres.
According to the NBR, Romania benefits from consistent allocations within the mechanism of recovery and resilience, totaling 28.5 billion euros grants and loans under advantageous conditions, but the slow pace of implementation of the PNRR, marked by the non -fulfillment of the targets and milestones assumed, has led to the postponement of the payment and to the payment delay of planned investments.
Thus, from the initiation of the program, in 2021, until June 2025, Romania received 10.72 billion euros, of which 4.32 billion euros represent loans and 6.4 billion euros, cumulating just over a third of the total allocation.

In this context, the NBR points out that this scenario involves the loss of substantial European funds and the non -implementation of major reforms and investments that could support Romania's transition to a sustainable growth model.
“The impact of these reforms, from the acceleration of the green and digital transition to the modernization of the infrastructure, the restructuring of the economy and the increase of the competitiveness, would also contribute to the mitigation or, as the case may be, even the complete compensation of the contractionist effects of the process of fiscal consolidation”, the report shows.
