For now, the final decision was made only on two universities. In 2025, the College of Military Engineering in Nizhny Novgorod and the College of Military Engineering of Radiological, Chemical and Biological Protection in Saratów will be opened. Subsequent universities can start operating in the following years.

Most of the planned facilities had previously existed in the same cities, but was closed after the collapse of the USSR. Military expert Wiktor Litowkin linked the initiative of the Ministry of Defense with war in Ukraine and the decision of President Vladimir Putin to increase the number of the army and reproduction of military districts, among others in Moscow. “Currently, there are no officers, especially the lower and middle -level – it is felt during special operations. It should not be forgotten that new military formations and districts are currently created, where competent commanders are also needed, “Litowkin noted.

He emphasized that Russia “needs officers of all types of troops”, including “confrontation with NATO”. According to Litowkin, such a war would have a different character than in Ukraine: “The role of drones will fall, but rocket weapons will be used more actively, the role of aviation, artillery that can use special types of ammunition, as well as chemical troops, military medics” will increase.

The main teaching staff at new universities is to be recruited from among participants of armed activities. “Specialists with experience in armed activities will be involved. In the first place, officers who had wounds. In the future they will occupy professors and teacher positions,” said a former employee of one of the universities. It is also proposed to supplement the staff with specialists from military training centers at federal universities and lecturers from civilian universities.
