Questions and answers from ANRE about what happens to prosumers after July 1: Can I sell energy to one supplier and buy from another?

The National Energy Regulatory Authority (ANRE) transmitted a series of information on Friday, in the form of questions and answers, about what prosumers should know. Specifically, how to affect the liberalization of the market from July 1, those who produce electricity for their own consumption.
- I am a prosumor. What changes for me from July 1?
ANRE Answer: If you have a contract in force with an electricity supplier, it remains valid with the same clauses. Regarding the price, if your contract has an expiration time after July 1, you should apply the provisions and the price in the contract, until its expiration, when you are sent a new offer.
- But the price of supply has changed, it is no longer capped.
ANRE Answer: Yes, the scheme of capping the prices for electricity has ended, but the rights of the prosumers have not changed. If you have an installed power of up to 200 kW you have the right to quantitative compensation directly in the invoice, and if you have produced more energy than you have consumed, you can use the amount of energy over a maximum period of 24 months from the date of invoicing.
Basically, if the electricity produced as a prosumerator is equal to the electricity consumed by you, then you should not be impacted by the completion of the ceiling-communication scheme. If, the balance indicates a larger self-consumption than the production, then for the difference you will pay the final price you can find in the supply contract.
If the electricity produced by you is quantitatively higher than that consumed in the billing (usually monthly), the price you will receive for this energy should be equal to the price of active electricity in the supply contract.
- I have an installed power greater than 200 kW. What happens in my case?
ANRE Answer: It remains valid what writes in the law: for prosumers with installed power over 200 kW and up to 400 kW, the suppliers are obliged to purchase the electricity produced and delivered at an equal price with the weighted average price registered in the market for the next day in which the respective energy was produced.
- After July 1, the kilowator sold by the prosumor to the supplier is still equal to the kilowatt bought by the supplier from the prosumer?
ANRE Answer: Yes, if the installed power is up to 200 kW. If you have an installed power greater than 200 kW, then the provisions described in point 3 are applied.
- I found on ANRE comparator a better offer for me as a consumer. Can I sell energy to a supplier and buy from another?
ANRE Answer: No, prosuming quality involves the same supplier. If you want to change your contract, then you must carefully analyze the balance of electricity delivered versus the consumed electricity. That is, it is necessary to make a calculation if, in total, in a year, you have deficit or surplus of electricity and to determine what is more convenient for you.

Romania has over 200 thousand prosumers
The total capacity of production of electricity of prosumers almost doubled last year, from 1.3 GW to 2.4 GW, according to the Association of Swesters and Energy Communities. From the solar panels on the roofs was delivered to the national energy network an amount of 1.2 TWh, worth about 100 million euros.
According to ANRE data, prosumers reached the end of the first quarter, at an installed capacity of 2,567 MW compared to 1,618 MW, in the same period last year.
The number of prosumers has reached over 213 thousand members, almost double compared to the level of 2024.
