Although it has a major labor deficit, Romania is facing a contradictory situation: over 10,000 foreign workers, legally present in the country, cannot be employed due to administrative malfunctions, says the employer of labor importers.

“These people have already been checked by the Romanian state. Nothing can be charged. They are ready to work, but Romania cannot use them because the system does not offer them a return path,” said Romulus Badea, the president of the employer importers in Romania. “We, as recruiters, make efforts for one or two years to bring these people to the country, and from a procedural defect they become suddenly illegal. It is a waste of time, money and people,” added Romulus Badea.

To illustrate how easily such a break between legislation and reality occurs, Romulus Badea offers a concrete example: “Imagine a good-faith employer, a car service owner, who pays all the taxes on time and treats the employees correctly. But, not being familiar with the legislation on an immigration, he forgets to renew, He works, and the employer does not have bad intentions.

The employer considers that such numerous and documented cases cannot be treated as exceptions, but must be addressed by an administrative mechanism of regularization, especially when the good faith and the employer can be demonstrated. “We have over 10,000 such persons in Romania, already verified by the authorities, who want to work, and we cannot benefit from their presence. It is a loss of resources that we can no longer ignore,” stresses Romulus Badea, the president of the employer of the labor importers in Romania.
