The Ministry of Industry sent a project to update the Polish Nuclear Energy Program (PPEJ) for consultation, according to which the commercial work of the first nuclear power plant in Pomerania is to take place in 2036. The document consultation will last until July 25.

“The goal of the Polish Nuclear Energy (PPEJ) program is to build and dedicate two nuclear power plants with a total installed power from about 6 to approx. 9 GWE based on proven, large -scale, water nuclear reactors of generation III (+) and creating conditions for further development of nuclear energy” – wrote in the document.

In the attached schedule for the construction of the first nuclear power plant in the Lubiatowo-Kopalino commune, the start of construction works (the first nuclear concrete) in 2028 was indicated and the commercial work of block of block No. 1 in 2036.

The provisions regarding the financing of the construction of the first nuclear power plant confirmed the model resulting from the previously adopted government documents.

It is 30 % The share of own capital, which will be ensured as part of the recapitalization of Pej by the State Treasury as the only investor in the project and the share of debt financing of 70 percent, covered in 100 percent. State Treasury guarantees, whose main source will be export loan agencies, and in the scope of other Polish and foreign financial institutions.

Already accepted The Act on the preparation and implementation of the investment of nuclear energy facilities assumes the transfer of PLN 60.2 billion in 2025-2030 to the capital part of the EJ1 project.

As for the second planned nuclear power plant in Poland, according to the document – according to the document – to be paid to the financial offer covering both debt financing and the capital share of a technology supplier or general contractor or other entity included in the consortium of bidders, at least at the construction stage.

“This will be a motivating factor to implement work in the original schedule and cost estimate,” it was emphasized.

In addition, the choice of technology and general contractor in competitive mode will be important, which is to allow the best possible price and non -price conditions for the construction of EJ2.

Other highlighted issues are a significant participation of Polish executive companies in the project (so -called local content).

“Thanks to this, their export capabilities will increase. The goal should be to achieve a higher participation of Polish executive companies with each subsequent block” – it was indicated.

The participation of final recipients in the ownership of the power plant was also emphasized while maintaining the necessary control of the SP over a nuclear company, including control over trading in shares or shares, respecting the rights of other owners.

As previously announced, the document says, PGE and ENEA may, as part of PPEJ, carry out work related to the preparation of nuclear investments in the locations indicated in PPEJ, i.e.: Bełchatów, Kozienice, Połaniec and Konin, respectively.

“The company Polish Nuclear Elektrownia will continue the initial preparatory work for investments in EJ2 (…). The target ownership structure of the project will be determined after the initial preparatory stage, taking into account the requirements of national law and EU law, and taking into account the current conditions at the time of its determination” – indicated.

PPEJ also describes works related to the construction of an accompanying infrastructure for future nuclear power plants in Poland. (PAP Biznes)
