The war on our eastern border raises justified fears, and at the same time is an excuse for various types of analyzes. Bank Gospodarstwa Krajowego has prepared a report in which the role of local governments was focused on building immunity, understood as preparation for the crisis and the ability to react and reconstruction.

According to the report 15.7 million Poles live in cities and villages that have achieved an above -average level of resistance to threat. The largest group of people (6.7 million) living in local governments resistant to crisis are residents of 23 cities with poviat rights, and 3.7 million are people living in small rural communes throughout Poland.
According to the report, 107 local governments reached the “above -average immunity” to all four threats: health, natural, humanitarian and military. Mainly these are small units scattered all over the country, and the largest is Nowy Sącz (Lesser Poland Voivodeship). 1.1 million people live in them – the authors added.

Local governments resistance – as the authors of the report explained – is defined as a level of preparation for the crisis, reaction ability and the ability to rebuild. Resistance is considered in relation to four threats, which are: natural defeats (e.g. floods, heat, drought), health disasters (various epidemics), humanitarian defeats (primarily an uncontrolled influx of population from third countries) and military threats (Not only war, but also various hybrid activities, information war and cyberrataki).
