The antipathy towards the Hungarians, towards the Revolution of December 1989, towards rights and freedoms represents brands of the one who will be the Secretary General of the Bolojan Government, former PSD deputy Marian Neacșu, writes Gabriel Andreescu in an opinion article published by HotNews.

Marian Neacșu's political career says a lot about him.

He entered politics in the 1990s, registered in the Agrarian Party. He fled to the PSD ship, where, supported by Liviu Dragnea, he became Secretary General of the Party in 2015. He quarreled with Dragnea and left for Pro Romania, the political formation established by Victor Ponta. He returned to the Social Democratic Party.

In 2016, while he was a PSD deputy from Ialomița, Marian Neacșu was definitively sentenced to six months imprisonment as he had employed his daughter at his parliamentary office. He was subscribed to the self obtained from political sausages. Among other things, without having any banking training, he was appointed a member of the Inter -ministerial Committee for Financing, Guarantees and Insurance from Eximbank. He received a monthly, after attending one meeting per week, 3,500 euros.

In 2021 he was appointed Secretary General of the Government of Nicolae Ciuca. He has thus come to control the flow of documents that prepare the meetings of the Government, to notify the legislative projects, to decide on some state institutions and companies, to coordinate the Office of the National Register of State Secret Information.

The epic of a request to SGG

In December 2021, five civic militants addressed the General Secretariat of the Government (SGG). They demanded the agreement for the association established by them to bear the name “December 15-a day of Romanian-Hungarian solidarity”.

As the title contained the word “Romanian”, the law required to obtain an agreement from the General Secretariat of the Government.

The stake of the initiative consisted in the recognition of the day of December 15, 1989 as the first day of the Romanian Revolution, which emphasized that the revolution began by solidarity of Romanians and some Hungarians around the pastor and dissident László Tőkés. The founders associated the idea of ​​Romanian-Hungarian reconciliation with the common aspiration for freedom. The name of the association was the synthesis of her ideas.

The five sent their request to the SGG on December 30, 2021. The secretariat was obliged to answer up to a month.

But the SGG postponed the solving of the request by transmitting the Association requests that came out of its sphere of competence: the statute, statements of compliance with the constitutive documents.

Only they are verified by the court, not by an executive body, either he and the Government. However, the founders sent the requested ones. The silence was laid down. In front of the delay, the founding members promoted a prior complaint in administrative litigation, then one at the Bucharest Court of Appeal, and today, the complaint reached the Human Rights Court, in Strasbourg.

Neacșu was used by position to set the historical facts

About one year after the request submitted to the SGG, a complaint against the Secretariat was also submitted to the National Council for Combating Discrimination (CNCD).

Its advantage was the obligation to give explanations regarding the reasons for refusing the agreement. The response of the secretariat, who wore the signature of Marian Neacșu, listed opinions contrary to those of the founders.

The institutional author believes that the events of December 1989 were held between December 16 and 22, 1989 and so they did not have as a starting point the solidarity between Romanians and Hungarians. With such arguments, the SGG refuses to agree on the name of the association. A state institution does not establish what the real history would be, what is the meaning of the events.

It was a scheduled delay, using obstructions and illegalities that reflected the antipathy towards the Hungarians, towards the civic militantism, the revolution of December 1989 and the contempt for rights and freedoms.

At the end of March 2023, the founders of the association sent to the then prime minister, Marcel Ciolacu, the request to dismiss Marian Neacșu. The leaders of the PSD, PNL and UDMR governance parties received each request to disappear the violation of the freedom of association by the unhealthy Secretary General of the Government.

No answer came. Shortly after these calls, Marian Neacșu “climbed” to the position of first vice-premier.

PSD compromises in the loop

The parliamentary and presidential elections have shown the need for most people to see the state institutions reformed. The proposal of government that followed the negotiations between PSD, PNL, USR and UDMR was – and could not be otherwise – the result of a compromise.

The appearance on the list of the executive led by Ilie Bolojan of a character like Marian Neacșu reflects the tradition of a party that infected the political life after the Revolution under the successive title of FSN, PDSR and PSD.

In the government that is installed now, the PSD ministers occupy half of the places, sufficient to count, however not so much to impose their will.

PNL has the chance to break away from the years in which he took over the bad partner of the partner. The coming to the USR leadership of Dominic Fritz promises expected internal stability.
