More than half of large companies (54 %) integrate projects for migration on Russian technologies in the development strategy of their own information systems.
And only 14 % consider import substitution exclusively as a forced reaction to geopolitical changes. Such conclusions are contained in the study “Features of the automation and digitalization of large Russian business”, which was conducted by IT Holding T1 and the RUSSOFT Association.
Analysts, based on a survey of representatives of over 70 Russian large companies, found that only 16.7 % of them are no longer dependent on foreign IT solutions or reached this in 2025-2026. The results of the study show: the demand for domestic IT solutions is determined not only by the policy of import substitution, but also by the objective tasks of digitalization of business, state and society. Even if the requirements for import substitution are canceled, the internal demand for modern, technological and adaptive products of Russian production will remain.
The absolute priority when choosing an IT partner, representatives of Russian companies called compliance with high information security requirements. The second most important criterion was “the presence of certified employees and the status of a partner from vendors”. Companies see this confirmation of stability, experience and deep technological examination of the contractor. The ability to provide a full cycle of services reached third.
“The results of the study clearly demonstrate the shift of the focus of the requirements of a large business. Safety guarantees and a confirmed expertise of developers come to the fore – this is an important signal for the market. He talks about the maturity of corporate users who are looking for not just a service provider, but a technological partner who is able to solve specific and often unique problems at all stages of the IT project’s life cycle-from consulting to support, ”said Alexei Fetisov, general director of IT Holding T1.
Among the serious barriers for quick migration for domestic systems, research participants most often called the high cost of new software products, the problem of their compatibility with the existing digital infrastructure and the insufficient functional maturity of Russian analogues. Significant factors also called the resistance of employees to new systems (noted by 79.5 % of respondents), a shortage of qualified personnel, difficulties in operating open code solutions and a shortage of domestic technological base (servers, SCDs).
It is noteworthy that more than half of the organizations (59 %), including large ones, are ready to cooperate with small IT companies for the sake of specific competencies and reliable reputation, although only a tenth (10.3 %) trust small suppliers with the implementation of most of their projects.
“We see that although companies invest in the transition to domestic decisions, this process is often perceived as a tactical necessity. Moreover, it is not always synchronized with the general digital transformation, which is indicated by an indicator of partial integration in more than half of the respondents. The preserved difficulties with the replacement of the system and industrial according to the need for further development of not only the products themselves, but also the ecosystems around them. This also affects the issues of compatibility of decisions, training and modernization of the domestic hardware base, ”comments Valentin Makarov, President of the RUSSOFT Association.
The study “Features of automation and digitalization of large Russian business” conducted on the basis of a questionnaire survey 78 Russian companies. The main focus was aimed at organizations with the number of employees from 400 to more than 5,000 people from key sectors of the economy: industry, banks and finance, trade, IT and oil and gas sector.
