On June 12, the Council of Governors Maea formally decided that for the first time in 20 years Iran did not fulfill its obligations in the nuclear sphere. She repeated an appeal to the Iran authorities for immediately answered questions about the traces of uranium found in several places in this country that were not reported as nuclear objects. Western officials suspect that these traces may prove that Iran has implemented a secret nuclear program until 2003.
