Let's explain! With the verdict Tas in his hand, the player and his lawyer addressed the CD in the sense of requesting the application of the regulation regarding the sanction of the Rapid: that is, the submission and prohibition of the merco operations, as indicated by art. 85 of the Disciplinary Code FRF (“The refusal or omission of applying the decision”).

On Wednesday, however, the CD rejected the request as prematurely introduced. No victory for Rapid or the player, only one episode of time.

Why? The disciplinary commission can only be pronounced after the colleagues from the appeal commission officially validate the DECISION OF TAS. And the “Stancu File” is, for the moment, in the role of CR, which must announce the verdict in the shortest time: only a formality, a copy-paste of the TAS decision.

Tas has, in fact, sent the cause for re -examination to the FRF appeal commission. There is no enforceable title at this time and we will not comment on processes that are still underway. And art. 85 of the FRF Disciplinary Code (“The refusal or omission of the decision of the decision”) shows:

1) The club that does not pay to another person or FRF/LPF/AJF executes the established obligations, within 30 days from the date of communication of the decision, an amount of money, in whole or in part, although there is a final decision of a Jurisdictional body/LPF/AJF and/or TAS:

a. will be obliged to pay a penalty from 3,000 to 7,000 lei and will be granted a grace of 5 days for the full execution of the payment obligations;

b. He will be forbidden the right to transfer and/or legitimate players as a assignee club and points will be deducted. The decrease of points is applied to those accumulated in the championship by the highest category team, following that, every 15 calendar days of payment delay, calculated from the expiration of the grace term, the team concerned will be subtracted 2 points.

c. The sanctions shown in letter b) are applied for 90 days, after which the team of the respective club will be excluded from all the current competitions and relegated to the lower category.

2. If the club does not execute the payment obligation within 30 days from the relegation of the highest category team, the club will be excluded from all FRF/LPF/AJF competitions.
