The Legislative Assembly of the Krasnoyarsk Territory in the first reading adopted amendments to the law on state regulation in the field of production and turnover of alcohol products.
We are talking about the complete ban on trading in alcohol on the International Children's Day and Knowledge Day. If on September 1 it falls on a weekend – on the first next working day after it. The exception will only be a catering establishments, where alcohol can still be ordered.
The deputies also approved the proposal to change the time of alcohol trade in stores, which are located in residential buildings or extensions to them. Now you can’t buy alcohol from 11 p.m. to 8 a.m., and in the new edition this time period will be adjusted towards a decrease – trade will be prohibited from 9 p.m. to 10 a.m. In addition, the draft law provides requirements for the placement and arrangement of seasonal halls of catering enterprises.
MP Alexander Ratakhin proposed banning the sale of products in network alcohol in network alcohol, which may be interesting to children – chips, soda, etc.
The chairman of the Committee on Economics and Tax Policy of the Regional Parliament, Yegor Vasiliev, recalled that the law was proposed by the governor of the region Mikhail Kotyukov. The project was developed by the relevant ministry, the document was also studied on the subject of regulatory effects.
“These are two days when it is forbidden to sell alcohol at all, and the restriction of sale for additional 4 hours in apartment buildings and premises attached to them. It is clear that there will be some more amendments and initiatives for the second reading. At least we intend to bring trade in the territory of apartment buildings in line with what was done in relation to “naughty” – this pseudo -priestly, which trades with foam alcohol products, ”Yegor Vasiliev explained.
He noted that the document has already caused a wide discussion. Someone expresses an opinion about more serious prohibitions, others, on the contrary, believe that adults should themselves make decisions on the purchase of alcohol.
“We will act very balancedly and move towards the tightening of the sale of alcohol, because we see statistics, but it is not happy. These are the crime and disease related to the use of alcohol, ”said Yegor Vasiliev.
The colleague was supported by the speaker of the Legislative Assembly of the region Alexei Dodatko. He recalled that the practice of other regions was analyzed before the work on the project. She showed that the measures taken positively affect the state of public health.
