The government is moving away from rigid full -time jobs. The Ministry of Education is loosening regulations that have so far blocked with private schools, including Access to psychologists and educators. The amendment to the teacher's card will change one of the employment limits.


The Ministry of Education and Science has prepared a draft amendment to the Teachers' Card. The changes are to apply from July 1, 2025 to the end of August 2027. “After this period, it will be possible to deepen the consequences of the potential extension of the possibility of hiring teachers to civil law contracts, including the risk assessment of difficulty acquiring teachers of specialists looking for jobs with a stable form of employment,” reads the effects of regulation.
Up to 9 hours on a civil law contract
Currently, non -public schools and kindergartens could employ specialists – such as psychologists, speech therapists and pedagogues – to a limited extent, up to 4 hours a weekonly on the basis of a contract other than an employment contract, e.g. civil law or B2B. According to the prepared amendment This limit will increase over twice to 9 hours a week. In addition, these hours will be taken into account when meeting the so -called employment standards specified in the teacher's card. This also means a real change in the way of reporting and assessing the compliance with staffing requirements.
The ministry justifies changes with the need to facilitate access to psychological and pedagogical assistance in the private sector. The new regulations are to reduce formal barriers in employing specialists, which is to positively translate into the quality of support for children and adolescents, while limiting the staffing problems of educational institutions.
Employment without lowering the standards
Despite elasticity, the Ministry of Education maintains the requirements for the qualifications of employed persons. Specialists must have adequate professional preparation, full public rights and cannot be punished for intentional crimes. This is to guarantee the quality of services provided despite simplified forms of employment.
