State Duma deputies approved a law providing for the creation of a domestic messenger, uniting state, financial and commercial services. Initially, the bill concerned only the registration of consent to the processing of personal data.
In a messenger integrated with public services, users will be able to communicate, access documents (a digital copy will not replace the original) and sign documents with an electronic signature. It is planned to transfer educational services and the use of a platform for communication of teachers and students.
Who exactly will develop the platform will become known later. However, only a Russian company that has a popular site (more than 500 thousand visitors per day) with the possibility of placing advertising and pre -installation of applications, as well as exclusive software rights registered in the Russian Federation, can do this.
Probably, development will be conducted on the basis of the VK platform, which has already launched the beta version of the Max messenger. Minzifra promises increased safety of the service, including by the ban on the use of virtual numbers during registration.
The service will be included in the list of mandatory preinstalled programs on September 1, 2025.
