A new round in negotiations on tax measures, ended without consensus / discussions took six and a half hours

The leaders of the parties and experts met again on Wednesday in the Government to discuss the package of tax measures that the future executive will have to take, to reduce the budget deficit. It is the third round of discussions this week, But this time it did not reach the consensus between the representatives of the parties.

UPDATE 21.45: The negotiations between the representatives of the parties at the Victoria Palace ended after six and a half hours. This time, PSD, PNL, USR and UDMR have not reached a common position on tax measures.

After yesterday discussed the cutting of 5% of the state's expenses, today, along with some of the ministers, the representatives of the parties tried to see where these cuts can be made. They also talked about taxes and taxes, but they did not find a common denominator.

Tomorrow, he will meet again, and President Nicușor Dan will take part in the discussions.

The negotiations take place from 3 pm.

The parties did not reach a consensus even following the discussions on Tuesday, when they discussed the state -spending discounts, to calculate the budget impact of economies, according to HotNews sources.

Today, the leaders of the parties who want to enter the government will discuss with experts about the measures regarding taxes and taxes.

PSD insists on progressive taxation

The PSD continues to support progressive taxation, but also a solidarity tax that will apply temporarily.

Regarding the progressive taxation, the social-democrats propose a first threshold of 12,000 lei. Those who exceed this income should pay an increased tax on the difference between the minimum threshold and the income obtained. It would be a tax between 16% and 20%. The percentage is to be discussed with the leaders of the other parties.

“We could apply from January 1, to say, from an income over 12,000 lei, the impact on an application of 20% tax on which exceeds 12,000, it brings us an income of about 12 billion. It takes a few months buffer to be able to apply this progressive tax. Until January 1, we can also discuss that tax, which is also a tax, Great, ”PSD interim president Sorin Grindeanu said on Wednesday.

Both USR and UDMR oppose this measure.

Asked if the UDMR would agree with the introduction of a solidarity tax for the revenues of over 10,000 net lei, the leader of the deputies, Csoma Botond, said that the UDMR wants to remain at the single share: “it would actually mean a progressive taxation, and we want to stay at the single share. So in principle we would not agree.”

However, there is a measure that all four parties have agreed – taxation of gambling and betting. The VAT increase is discussed to 19%, but also an additional 20% fee for winnings or taxation of any transaction.

On the table of discussions there was also the proposal to introduce health insurance contributions for income pensioners over 2,500 lei, a measure with which PSD does not agree.

Asked about the entry of the PSD to the government, the party spokesman, Florin Manole said that “if the other dialogue partners come with acceptable measures or agree with our measures, we can discuss.”

“If someone wants to be a prime minister and wants to have all four parties in the coalition, if this agreement will be reached, he will have to assume, because if we reach an agreement on the fiscal measures it means that the four political forces plus the minority group have reached an agreement. Then the next step is to take those political negotiations,” the PSD, “

Another variant was the “tax on bank transactions”. If it were applied, the tax would be 1 leu per transaction, up to a certain amount, and 3 lei over the respective amount, sources Profit.ro said.

Asked on Wednesday if this measure is still a variant on the negotiation table, Grindeanu replied: “It was, I hope it is no longer. Because we should not encourage, say, cash transactions. The interbank transactions should be encouraged.

For their part, USR leaders have declared several times that they are willing to enter the government only if the future executive will be willing to make real reforms.

After the deadlines for completing the fiscal package have been violated so far, the leaders of the parties hope that at least until the end of the week they will reach a consensus regarding the measures to reduce the deficit. Depending on the final plan of the measures, PSD and USR will decide whether or not they enter the government.
