In his annual message, the governor of the Krasnoyarsk Territory Mikhail Kotyukov paid too little attention to the resonant municipal reform, said the deputy of the Krasnoyarsk City Council from the LDPR Ivan Petrov.
Speaking about the positive dynamics of the development of the region, the deputy focused on increasing the average wage in the region, as well as an increase in investments, the volume of which exceeded 1 trillion. rubles: “Warehouses are being built, production is modernized. Every year, the volume of construction of social facilities is growing. Schools, faps and kindergartens are being built. ”
However, according to Ivan Petrov, in the speech of the governor there was no answer to the main question, which in May literally blew up the socio-political space: why do the Krasnoyarsk Territory need municipal reform? In this issue, in the 1.5 hour performance of the head of the region, only 4 minutes were given. At the same time, the deputy noted that Mikhail Kotyukov, softening the wording, diplomatically called the reform “transformation”, while the representative of the LDPR is convinced: its consequences can become irreversible for the region.
“The LDPR faction introduced 19 amendments to the bill. All of them really could correct the shortcomings in the reform. But not a single amendment, unfortunately, has been adopted. Our party insists: the opinion of the inhabitants must be taken into account, it is impossible to carry out “reforms without a people”. After all, behind each decision of the authorities are the fate of people, ”said Ivan Petrov.

According to him, the LDPR provided more than 30 thousand signatures of residents opposing the municipal reform. The deputy predicts that the consequence of the reform will be a mass reduction in municipal employees who, Petrov emphasize, honestly worked for the benefit of the Krasnoyarsk Territory for years.
“Where will these people go? The answer is obvious. We will get thousands of unemployed in rural areas. Therefore, I insist: such serious reforms cannot be carried out from the scab. It's not too late to fix everything. First, it is necessary to enlist the support of residents and conduct referenda in municipalities, and only then proceed to the implementation of the reform, ”says Ivan Petrov.
Russian political scientist Lev Khmelevsky analyzed the message of the Krasnoyarsk governor and also drew attention to the general, characteristic detail for most regions – the head of the region is not a report, but a message.
“They stopped reporting even to local deputies, and such serious social issues as municipal reforms are generally left without public discussion,” the political scientist said.
The founder of the Krasnoyarsk “Support and Development Fund” Igor Sorokin called the struggle of Ivan Petrov a rare example of meaningful resistance to “vertical” decisions: “The authorities should listen to his arguments, otherwise Krasnoyarsk risks repeating Moscow mistakes: the bureaucratic report on“ millions of new trees ”will not replace the inhabitants of pure air.”
