Russia has asked Ukraine to withdraw its troops from the four regions of the country whose annexation is claimed by Moscow, before accepting an armistice, according to the Russian memorandum transmitted to Kiev Monday and published by Russian news agencies, AFP reports.
According to this document, provided to Ukraine during the negotiations in Istanbul Monday, Moscow wants a “complete withdrawal” of the Ukrainian army in the partially occupied regions Donetk and Lugansk (East) and Zaporojie and Herson (South) before “the establishment of a 30 -day armistice”.
This memorandum, which also defines the Russian requirements for a conclusion of the conflict in Ukraine, provides for “an international legal recognition” as the Russian territories of these regions and of Crimea annexed in 2014.
It also requests the erection of economic sanctions and that Ukraine will give up the claim of damages from Russia, which has launched a large offensive against its neighbor in 2022.

The document also stipulates that Ukraine will release the “political prisoners”, military and civilians, as well as its commitment to respect “the rights, freedoms and interests of the Russian speaking” in its territory. Reflecting the will expressed by Moscow to “dena” its neighbor, the document requires the dissolution of the “Ukrainian nationalist formations” within the armed forces.
These maximalist requests have already been rejected several times by Ukraine in the past.
