Rafał Brzoski's team wants to increase payments for individual retirement accounts (IKE) and individual pension security accounts (IKZE). As the originators emphasize, the change is to encourage employees to retire themselves. Benefits in IKZE are a lower tax.

The Deregulation Team proposes to increase payments for individual retirement accounts (IKE) and individual pension security accounts (IKZE). In accordance with applicable limits, People employed full -time can pay a maximum of PLN 10,407.60 per year to IKZE. For people conducting business activity, this limit is PLN 15,611.40. The tax relief in IKZE lies in the fact that the so -called profit is not paid Belka tax, and after reaching the age of 65, the tax is 10 percent.
According to the Brzoski team Current levels are insufficient and limit the possibilities of effective long -term saving. Increasing the limits would encourage Poles to postpone larger amounts, while using more favorable tax breaks, which would significantly increase their retirement capital, emphasize the authors of the project.

Current The fiscal cost in the form of tax deduction at IKZE is below PLN 400 million a year – Increasing the limit in the form proposed above would not constitute a significant burden on the budget, the originators assess.
Trade unions indicate another problem
“Raising the deposits limits to IKE and IKZE may seem to be an attractive way to increase long -term savings of Poles. In fact, however, it can deepen existing property inequalities in Polish society. The main problem is not the level of limits, but low salarieswhich make most employees not able to postpone significant savings for the future. Currently, the average salary in Poland, despite the growth in recent years, still does not allow most citizens for regular saving, “he assesses Norbert Kusziak from the National Trade Union Agreement (OPZZ).
Kusziak emphasizes that MEdiana in the national economy in November 2024 amounted to PLN 6842 and was 18.3 percent lower. From the average gross monthly salary this month, which indicates that most households are unable to use high IKE and IKZE limits.
“In this situation, raising the limits of payments to IKE and IKZE to over PLN 10,407.60 a year for people on employment contracts and PLN 15,611.40 for those who run a business will not solve the basic problem, but only increase property disparities between the richest, who can maximally use tax relief (IKZE) and the rest of society. Such a policy favors people with higher income who have greater saving options and marginalizes people with lower earnings. To realize the level of savings and investments in Poland, you should focus primarily on improving salaries and employment stability, and not only on raising limits, which will remain beyond the reach of most citizens ” – sums up Kusziak.
Poland far behind the USA
“IKE/IKZE design is based directly on the American solution IRA/Roth IRA. The funds accumulated on these accounts in the USA are over 47 percent of GDP, while funds in the IKE/IKZE program In Poland it is less than 1 percent. GDP” – we read in the description of the proposal at PROSKamy.pl.
The data shows that Poles still do not postpone much on voluntary retirement accounts. At the end of 2024, assets at IKE amounted to PLN 22.8 billion, and for IKZE – PLN 12.1 billion. In total, it is less than 1 percent. Polish GDP. For comparison, in the United States such savings constitute as much as 47 percent. GDP.
Simplifying PPE procedures
The Brzoski team also indicates the need to simplify procedures related to the registration of employee pension programs (PPE). According to experts, current procedures in the Polish Financial Supervision Authority are too complicated, which discourages employers from creating such programs.
Simplification of formalities and shortening the time of procedures could make more companies decide to launch PPE, which will improve the financial situation of future pensioners.
Proposals are waiting for further steps
The proposals of the Rafał Brzoski team undergo the verification process, and then they go to consideration and social assessment. After these stages in a modified form or without modification, if there are no comments from interested recipients and entities, they are transferred to the government.
