Former commander of NATO forces in Europe: “Putin can no longer stop the war. It would mean to recognize a failure for which he has no justification”

More than a decade after the annexation of Crimea, the former supreme commander of NATO forces in Europe, the retreating general Philip Breedlove, draws attention to the fact that Russia's invasion could have been prevented if the West had acted decisively in the first stages of aggression. <p><i>“For the Kremlin leader, stopping the war without a </i>«<i>success</i>»<i> symbolically it would be equivalent to an internal political disaster. They should explain to the Russians why tens, maybe hundreds of thousands of soldiers died or were injured in vain. Therefore, Putin continues the war – not because it has a plan, but because it does not have an honorable exit ”</i>says the general.</p>
<p>Breedlove claims that Moscow does not follow a negotiated peace, but the complete capitulation of Ukraine – an impossible scenario in the conditions in which the Ukrainian forces continue to withstand a determination that many, at the beginning of the conflict, underestimated. “Ukraine will not surrender. It is a big nation, with a remarkably adaptable army. And she knows exactly why she struggles,” he says.</p>
<h2>An prolonged conflict due to the initial hesitations of the West</h2>
<p>The American general recalls the key moments of the post-2014 period, when there were real chances of limiting Russian ambitions. “<i>In those years, NATO and the US had diplomatic and military means to discourage aggression. But each measure suggested – either the sending of troops to the eastern states of the Alliance, or the air patrols or the consolidation of the eastern flank – was cataloged as 'provocative'. <p>Today, with over 600,000 Russian soldiers on Ukraine – an almost double force compared to the beginning of the invasion of February 2022 – Moscow continues a wear strategy, relying on the tiredness of the West and on political divisions among Ukraine Allies.</p>
<h2>Peace must be durable, not just symbolic</h2>
<p>In Breedlove's opinion, any future peace agreement must be based not only the cessation of hostilities, but also the recognition that Russia is responsible in this conflict. <i>“We must make sure that this peace will not be a temporary one, but one that clearly establishes that aggression will no longer be tolerated. Without unilateral concessions. Russia must also feel the moral cost, not just the military.</i>”, Says the general.</p>
<p>Until then, he warns, the West should not be misled by the contradictory signals of Moscow regarding the availability for negotiations. “Russia does not seek peace. It is looking for time. Time to regenerate, to destabilize Western support and, possibly, to force Ukraine to unacceptable compromises.”</p>
<h2>“Putin will not get the victory, but it will extend the war as much as possible”</h2>
<p>An optimistic scenario, according to the American general, does not include a clear military victory of Russia, but no immediate withdrawal. “<i>They will not win Ukraine, but they will try to destroy the pieces. It is a long -term Soviet strategy. Unfortunately we pay today for yesterday's mistakes</i>”, Concludes Breedlove.</p>
<p>Western analysts, such as David Axes, warn that, at the current rhythm of the Russian advance, it would take decades and millions of victims to complete Ukraine – an unrealistic goal, but which does not prevent Moscow from maintaining the active conflict, relying on the depletion of resistance. In this context, the responsibility of the international community remains a substantive one: the support of a fair peace, not of an illusion of stability.</p>
