From the end of October last year, until May 8, 2025, the Romanians made over 3,500 notifications on the MIA platform for notifying the aggressive drivers. Of these, 1850 video recordings were invalidated because they do not fall into the legal provisions, according to the data transmitted by the police at the request of Hotnews.
After Hotnews published in February this year an article on the number of records sent by Romanians in the E-SAR platform and about the measures taken by the police, a reader signaled “a significant problem in the operation of the Platform” managed by the Ministry of Foreign Affairs.
He claims that although he reported a dangerous situation in traffic, the referral was rejected because he did not fit in the “aggressive drive” category.
Contacted by Hotnews, the General Inspectorate of the Romanian Police (IGPR) confirms that road police have legal limitations to sanction through the E-SAR platform.
“An extremely dangerous maneuver”
A reader sent to the editorial an e-mail in which, under the protection of anonymity, a possible problem told us in the operation of the MIA platform.
“I reported an over -line over -line, in the area of a pedestrian crossing – an extremely dangerous maneuver, which could have serious consequences,” the reader said.
“Although the deviation was recognized as an irregular overrun, my notification was rejected on the grounds that it does not fall into the” driving aggressive “category,” he says.
He also wrote that “the authorities did not take any measures, as the system does not allow the sanction of other types of deviations than those strictly defined as aggressive.”
“This situation highlights a limitation of the E-SAR system, which focuses exclusively on the aggressive behavior defined by Article 54^1 of GEO 195/2002, excluding other serious deviations that endanger the safety of traffic participants,” the editorial is also shown.
IGPR explanations
HotNews.ro contacted the General Inspectorate of the Romanian Police (IGPR) and the Ministry of Internal Affairs (MAI) and asked if the Romanian Police takes any action for sanctioning the driver claimed if a notification, as made by our reader, is rejected, although the images transmitted to the E-SAR platform show an illegality.
“In the application of road deviations (E-SAR), various audio-video/video clips are loaded by the people with a validated account in the May Hub. Much of them exceed the legal competences established by the legislator for the road police. Thus, if the sanctioning measures cannot be ordered,”
Also, the IGPR stated that the legislation in force, at this time, provides for limiting the sanctions for which the road policeman may have sanctioning measures through the E-SAR application.
IGPR also mentions that “if the filming loaded in the application does not contain the data provided by the legislation in force, among which are the aggressive maneuvers perceived by the traffic participant, it will be classified according to the provisions of Art. 109^3, paragraph (6) of the Government Emergency Ordinance no. 195/2002”.
Road police can dispose of sanctioning measures only in compliance with the incident normative framework, IGPR also reports.

What does aggressive behavior mean in traffic
The General Inspectorate of the Romanian Police (IGPR) also shows in the specifications to HotNews.ro what are the situations in which the road police can apply fines following the video recordings transmitted through the E-SAR platform.
According to the IGPR, in accordance with the provisions of art. 54^1 para. (2) of the Government Emergency Ordinance no. 195/2002, aggressive behavior means, on the public road, by the vehicle driver, one of the following maneuvers:
- the successive movement from one traffic lane to another or from one row to another, alternating from the left to the right, for the purpose of exceeding a series of vehicles circulating in the same direction;
- returning the vehicle by using the aid brake;
- Starting the vehicle from place by excessive, empty skating of the motor wheels;
- the traffic with the vehicle at a very small distance from another vehicle, before or behind it, as well as in the side, or the sudden reduction of the speed of travel without a well -founded reason, of nature to intimidate its driver;
- the repeated use of the sound and/or light signals of a nature oblige to oblige the driver of vehicle in front of him to release the traffic band;
- the management of the moped or motorcycle having only one of the wheels in contact with the road;
- walking back with the vehicle in order to intimidate the other traffic participants circulating behind it;
- the intentional implementation of a controlled skid of the vehicle in order to return or rotate it;
- The intentional driving of a vehicle by repeatedly accelerating the engine, which is likely to embarrass people in the public road area. ”
The extension of the area of legal deviations discussed in Parliament
Ask if the police or the Ministry of Interior intends to propose the extension of the area of legal deviations that can be reported in the E-SAR platform, IGPR officials have specified that such amendments are already discussed.
“Regarding the completion of the legal framework in question, with the possibility of finding and other violations of the traffic rules, we specify that at the level of the specialized parliamentary committees, the draft approval law for the Government Emergency Ordinance no. established by art.
