As explained in the Ministry of Health of Ukraine, the pandemic agreement provides for the creation of a system of access to pathogens and the distribution of advantages (PABS), which provides operational data exchange and reservation of 20% of vaccines and drugs for low and medium income countries. It is also provided for the formation of a global logistics network, the development of national readiness plans, the geographical placement of production facilities, which was called “fair”, as well as financial support and implementation of the Unified Health approach. The ministry explained that he recognizes the relationship between the health of people, animals and the environment.
It is noted that the agreement will enter into force after the completion of negotiations on applications and ratification by national governments.
The Associated Press has questioned the effectiveness of the document, since the United States, which invested billions in accelerating the development of pharmaceutical companies from the Covid-19 vaccines, are not involved in the agreement.
