In the Krasnoyarsk Territory, parliamentary deputies discussed the effectiveness of using special accounts for overhaul. The report of the regional fund on work in 2024 was heard on the Committee on Construction, Housing and Public Utilities and Issues of Civil Defense and Emergencies of the Legislative Assembly.
The Director General of the Foundation Andrei Plapeto said that 14,086 apartment buildings are included in the regional overhaul program. In the accounts of the regional operator there is 6.8 billion rubles, payables are 938.5 million rubles.
In 2024, residents of the region contributed almost 5.3 billion rubles to the fund, the debt is 3.6 billion rubles. The situation is worst of all with training camps in the Pirovsky and Tyukhte districts and the Mansky district.
Over the past year, 97% of the plan (964 houses) were completed. Work in 6 houses in Krasnoyarsk and Zelenogorsk was not completed. It was not possible to conclude contracts for the development of projects for two cultural heritage sites – houses on Mira Ave., 85 and st. Defense, 2b. Problems with the breakdown of the deadlines are associated with the dishonesty of contractors and the inability to carry out certain work at the facility.
The head of the fund said that 1385 houses are collecting money for repairs on special accounts. In 675 cases, the owner of a special account is a regional operator, in the remaining 710 – HOAs or management companies. But in recent years, more and more houses are changing the collection order and switching from a special account to the general. The reason is the lack of necessary savings for expensive major repairs.
“I know from my own experience that when the house manages money on its own, it takes money to a special account, often the residents have no opportunity to control prices and quality of work, the quality of work. And money can be spent inefficiently. And after that, with an actually special account, the house goes into a “common boiler”, which is not very good for the capital repairs fund, since in this case it will be necessary to subsidize work from the regional budget, ”the Chairman of the Committee Alexei Kulesh commented on the situation.
Andrei Plapeto noted that the volume of the fund must be increased. This can be done by an increase in the amount of the contribution or reduction of the period of deferment for payment for overhaul for residents of new buildings.
Deputy Anatoly Samkov asked the head of the Fund and the Minister of Construction and Housing and Public Utilities of the region of Mikhail Zasko on how the use of residents of residents is controlled in special accounts. The deputy chairman of the committee Elena Penzina, as a problem, noted that often the funds from special accounts are not sent to capital, but for current repairs, and asked to provide information on how many violations on special accounts were identified over the past two years.
Deputy Vladimir Chernyshenko drew attention to the fact that the terms of repairs of cultural heritage objects in the center of Krasnoyarsk are delayed. Alexey Kulesh and his colleague Vitaly Drozdov raised a problematic issue for the removal and disposal of construction garbage at the facilities where overhaul is carried out.
According to the results of the meeting, the deputies adopted the report, and also heard the information of the Ministry of the Legislative Assembly on the execution of the Legislative Assembly regarding major repairs in apartment buildings.
