The Ministry of Energy begins a study to identify the wind potential of the Black Sea

The Ministry of Energy launches a public appeal for companies and experts interested in carrying out the study of identification and delimitation of the perimeters in the Black Sea that can be granted for the development of offshore wind parks.
The study will analyze the wind potential in the Black Sea, the geotechnical characteristics of the marine environment, the environmental impact and biodiversity, the possibilities of connection to the national energy system, but also the compatibility with other maritime space uses – such as navigation, fishing, extractions or military areas.

In addition, the logistics, security and transport aspects will be evaluated, to propose a coherent prioritization of the perimeters that can support the development of strategic projects.
In this end, the Ministry of Energy benefits from the support of renowned international partners, such as the World Bank, and the European Commission, through the TSI instrument offered by the General Reform Secretariat.
“The Black Sea is a strategic energy resource for our country, which we have too much used so far, but can become an essential pillar of national and regional energy security.
Through the production of gas from the perimeter of Neptun Deep and by the production of electricity in the offshore wind perimeters, with a total theoretical potential of 76 GW according to the study of the World Bank, the Romanian energy system becomes safer and contributes to the increase of the competitiveness and resilience of the national economy, ”said Sebastian Energy.
According to him, the study that the ministry will prepare will be the basis of strategic decisions to concession offshore perimeters and will provide investors with a clear, scientifically based vision and in accordance with best international practices.
The Ministry of Energy has planned its installation of at least 3 GW of offshore wind energy by 2035
“I invite all the relevant actors-companies, consortia, research institutes-to actively participate in this process. Together we will transform the potential of the Black Sea into a real engine of the energy transition in Romania,” the minister said.
The study aims to support the development of an offshore wind energy capacity of minimum 3 GW by 2035, in line with the targets assumed by Romania at European level.
Expressions of interest can be transmitted until June 10, 2025.
