From May 15, 2025, a law entered into force in Russia that will limit the capabilities of dropper to withdraw and cash out money, the Central Bank said.
If the client gets into the regulator’s base about fraudulent operations, but the bank will decide not to suspend service, he will not be able to transfer to himself or other users more than 100 thousand rubles a month. If the information is in the base of the regulator from law enforcement agencies, the bank is obliged to block cards and access to the online bank.
The restrictions do not apply to payments to legal entities, noted in the Central Bank. That is, the user will be able, for example, to buy goods on marketplaces or pay for services.

Then the Central Bank said that he was discussing the idea of introducing a restriction on the number of cards issued for a person to combat droppers – for example, up to five in one bank.
