In Norilsk, an updated system of interaction with potential investors is introduced, designed to make the process of investing funds in the city’s economy as transparent, fast and effective.
The relevant decisions were made at a meeting of the Coordinating Council to promote the development of small and medium -sized enterprises (SMEs) and competition. The discussion was attended by the leadership of the city, representatives of Norilsk Nickel, business support institutions and entrepreneurial community.
The key goal of the innovations is to create favorable conditions for attracting investments, including through simplification of procedures, the formation of a “single window” for business and adaptation of the successful experience of other regions.
Dmitry Karasev, head of Norilsk and chairman of the Coordinating Council, emphasized the readiness of the municipality actively support investors:
“We will continue to provide comprehensive support for small and medium -sized businesses, not only allocating financial resources, but also forming a pool of affordable land plots and real estate objects. Now in the work of 10 to 15 such objects, and we conduct an audit of urban space to expand these capabilities. In addition, we are actively helping entrepreneurs in obtaining the status of a resident of the Arctic zone. ”
A successful example of New Synergy was the GR accelerator project, the results of the second season of which were summed up in Moscow at the site of the Russian Union of Industrialists and Entrepreneurs (RSPP) together with Norilskel. Alexander Pestryakov, chairman of the Norilsk City Council and co-chair of the Coordination Council, noted: “The GR accelerator has become a landmark event and is recommended for replication at the federal level. A preliminary list of entrepreneurs who are ready to act as investors has already been formed, and we expect its expansion. ”
The Vice-President of the Business School of the RSPP Dmitry Bogdanov gave a high assessment of the investment profile of Norilsk. He noted that the city was recognized as one of the best in Siberia and marked at the level of federal ministries. Norilsk's experience in support of investment projects form the basis of the municipal investment standard. In May, active work with entrepreneurs – potential investors began, and the plans of the city – the adoption of the effective experience of interacting with investors from colleagues from Tatarstan and the Leningrad region. The priorities of the new format remain transparency, openness and acceleration of the processes of providing resources, taking into account the specifics of the single -industry towards.
An important step was to create a “single window” for investors based on a GR accelerator, which was reported by the representative of the Commissioner for the Protection of Entrepreneurs in the Krasnoyarsk Territory Elena Porokhina. This, along with the register of available objects, greatly simplifies the adoption of investment decisions.
Particular attention was paid to the responsibility of the business itself: it was emphasized that the refusal to implement the investment project at a high stage of readiness not only violates the ethical norms of the investmentant, but can also lead to the fact that other projects significant for the city will not be implemented. In this regard, the meeting participants agreed on the need to work out the clear rules for the participation of entrepreneurs in investment projects that ensure mutual liability.
We also discussed another urgent problem, which is not yet possible to solve – the insufficient amount of benefits for residents of the Arctic zone. It was noted that not all federal tax preferences have so far been adopted at the level of the Krasnoyarsk Territory, which restrains the potential growth in the number of investors. The meeting participants agreed to strengthen interaction with the Ministry of Economic Development of the Krasnoyarsk Territory to accelerate the adoption of the necessary decisions at the regional level.
Summing up, Dmitry Karasev outlined further steps: “Despite significant progress, there are tasks that require solutions, for example, to accelerate the process of allocation of land plots. For this, specific responsible persons will be appointed in the administration, which will accompany projects at all stages – from the pre -investment stage to full implementation. ”
