Romgaz, through his subsidiary involved in the Neptun Deep project, filed a court request with the purpose of dissolving the Greenpeace CEE (Central Eastern Europe), according to the Minister of Energy, Sebastian Burduja. This after the environmental organization tried to block the Neptun Deep project in court, but lost on the merits. The minister accuses the NGO of using another foundation as a screen to collect the public donations.

The Romgaz request was registered in the role of the District Court 1 (file no. 17337/299/2025).

“It is a legal, correct and moral approach, for the first time for Romania,” said the Minister of Energy, in a fecebook post.

  • “The law allows free access to justice and confers the active procedural quality Greenpeace to attack billions of euros. Correlatively, when the litigious approaches prove unfounded, these NGOs must be able to respond at least for the costs, if the court decides in this regard. This is the law and no one is above it.
  • In this case, by civil sentences no. 667/2025 and 4887/2025, the requests made by the Greenpeace Foundation against the Neptun Deep project were rejected, the NGO being obliged to pay 380,000 lei as court costs ”, Burduja said.

Romgaz found that Greenpeace Romania is insolvent

Following the start of the forced execution, Romgaz found that Greenpeace Romania is insolvent, having no assets, movable or immovable property, money availability, or any account opened at banking units.

“Transparency and fairness? Unfortunately, no. Taxes paid for any lucrative activities? No. Everything masked, concealed in the form of another entity,” Burduja continued.

He argues that the donations requested to the public to finance the Greenpeace activity in Romania are collected by another foundation, also called Greenpeace CEE (Central Eastern Europe) Romania, but having a different CIF. The Greenpeace CEE Foundation (Central Eastern Europe) Romania is insolvent, being used as a screen of another legal entity with the same name to circumvent any form of patrimonial liability provided by law.

“Given the insolvency and duplicitous purpose of the Greenpeace CEE Foundation (Central Eastern Europe) Romania, Romgaz, through the branch involved in the Neptun Deep project, considered that the legal conditions for the dissolution of the Greenpeace CEE (Central Eastern Europe) are met, according to the Government Ordinance no. 26/2000,” says the Government official.
