Two doctors from Bucharest, researched by DNA for bribery and influence trafficking. They are employed at the “Bagdasar-Arseni” Hospital and the Institute of Neurology

The head of the neurosurgery clinic from the “Bagdasar-Arseni” Emergency Clinical Hospital in Bucharest, prof. Dr. Radu-Mircea Gorgan, and the manager of the National Institute of Neurology and Neurovascular Diseases, Dr. Corneliu Toader, are investigated under judicial control by DNA prosecutors for corruption. Gorgan is accused of receiving bribes in 89 lines for surgery, consultations and hospitalizations.

According to DNA, between September 2024 and March 2025, prof. Dr. Radu-Mircea Gorgan would have received amounts between 200 lei and 1,000 euros for medical services within the section he manages.
“Between 23.09.2024-03.03.2025, the defendant Gorgan Radu-Mircea would have received, directly, 89 times, amounts of money between 200 lei and 1,000 euros (in total over 25,000 euros), from several patients or their belongings, in connection with the fulfillment of some documents that enter into his service and in the service. He is also suspected of asking Dr. Corneliu Toader to hire a person as a pharmacist at the Institute, in exchange for support for Toader to be declared a winner for the position of university professor at UMF “Carol Davila”.
In this context, Gorgan would have allowed Toader to influence the composition of the competition commission and the challenge, providing him with access to confidential information before the official publication. At the same time, the participation of another candidate would have discouraged, thus favoring Corneliu Toader's gain.
The DNA ordered the beginning of the criminal prosecution and the placement of the two under judicial control for 60 days, starting with May 13. During this period, doctors are not allowed to profess in medical or university institutions and to communicate with the persons involved in the file.
