The program project prepared by the Ministry of Interior and Administration for 2025-2026 is focused on six directions of activities. It comes, among others for inventory and increasing the resources of civil protection and civil defense, the construction and modernization of shelters, developing the ability to respond to threat, as well as actions to ensure the continuity of the state and supplies in situations of crisis and war.

Coordination of crisis management
It is to be strengthened, among others Coordination at all levels of management in the state. This is to improve immunity, among others in terms of continuity of the functioning of administration, planning alternative and spare energy sources and providing a chain of water and food supplies and the availability of transport to mass evacuation of the population.
The document assumes an amendment to the Crisis Management Act. Crisis management plans are to be updated, while in government administration internal audits of infrastructure and availability of resources both during crises and armed conflict will be held.
Based on the analyzes, conclusions will be prepared regarding the supplementation or reconstruction of civil protection and civil defense resources at the local, voivodship and national level, including in individual bodies and entities of civil protection and civil defense. These conclusions are to be used to develop a strategy for the development of the Population and Civil Defense Protection System in individual coherent provinces with the assumptions of the next program in 2027-2030.
Safe communication system
The project provides for the creation of a safe state communication system (SBLP), which will ensure interoperability with warning and alarm systems. SBŁP is to provide an exchange of information between the bodies responsible for crisis management, state security, public order protection, rescue, population protection and civil defense.
Construction of shelters
Priority in the transfer of funds, including shelters to local governments, to the transfer of funds to local governments. In the years 2025-2026, the program assumes a review and check of objects that potentially meet the conditions and can serve as collective protection facilities.
Opinions and technical documentation from checking such facilities will be one of the criteria for financial support provided, among others for renovations and modernization of protective buildings.
In the first place, repairs and investments will be focused on areas covered by the “East shield” deterrence and defense program, but also to the place indicated by the city's voivods and the place of special exposure. Modernization of critical infrastructure
The construction or modernization of public facilities is to include obtaining energy autonomy and water supply as well as sewage disposal.

Support for medical facilities
Entities implementing rescue and aid activities will receive additional equipment for rescuers, equipment for organizing and conducting rescue operations, including evacuation and humanitarian aid.
The plans include Construction of hospital landing networks that will be able to accept military air vessels, as well as police helicopters, SG and LPR. In hospitals, medical information management software will be implemented to manage the flow of wounded, sick and infected. The hospital infrastructure is to be adapted to adopt an increased number of vehicles, including buses.

The project states that funds for population protection and civil defense in the years 2025-2026 will come from the state budget and local governments and targeted reserve, while subsidies from the state budget may cover up to 100 percent. task costs.

In turn, the expenses of the Government Strategic Reserve Agency in 2025 will amount to PLN 601 million, and a year later PLN 662 million. The Ministry of Health on Medical and Air Emergency Emergency Service in 2025 will spend PLN 5.19 billion, and in 2026 – PLN 5.59 billion.
PLN 5.12 billion will be allocated to defense tasks in 2025, and in 2026 – PLN 5.46 billion.
Development of the Civil Protection and Civil Defense Program for 2025-2026 results from the provisions of the Act on the protection of population and civil defense. On April 25, the document obtained a positive opinion of the Government Population Protection Team.
