The government gave the degree of use of billions of KPO. For now, only 17 percent

In 2024, a second, third, fourth and Friday payment (WOP) from KPO was prepared and submitted. Until now, the European Commission has transferred to Poland a reimbursement for the first, second and third application as well as repowera advance In the total amount of approx. PLN 88.8 billion. This consists of an advance payment with a repowere of approx. PLN 21.8 billion, due to the first payment application in the amount of approx. PLN 27 billion and for the second and third application for payment of approx. PLN 40 billion.
As at January 20 this year. Recruitment was launched (recruitment of applications for assumption of projects began) under 51 investments at 94.4 percent. KPO allocation, including 39 investments at 93.9 percent allocation in the grant part and 12 investments at 94.8 percent allocation in the loan part – the ministry said.
In 2024, over PLN 9.6 billion went to the final recipients of support.
We can potentially receive almost EUR 60 billion (approx. 268 billion), including EUR 25.27 billion (PLN 113.28 billion) in the form of subsidies and EUR 34.54 billion (PLN 154.81 billion) in the form of preferential loans. In accordance with the goals of the European Union, a significant part of the budget will be allocated to climatic purposes (44.96 percent) and for digital transformation (21.28 percent).
PLN 21.4 billion from the subsidy part is expected to support the investments of sea wind farms as part of the repowere, and PLN 20.5 billion for the Fund for the Wind Energy from the Loan Part. From the subsidy part of this program, PLN 3.23 billion is to go to zero -emission transport (buses) for the construction and modernization of distribution networks in rural areas PLN 4.16 billion, and for investments in the development of transmission networks PLN 2.57 billion. As much as PLN 69.7 billion from the loan part was allocated to the Energy Support Fund.
Waiting for the EC decisions
Currently, Poland is awaiting the decision of the EC regarding the correctness of the implementation of measures on the application for payment 4 and 5. In the years 2025-2026 it is planned to submit four subsequent applications: sixth and seven in 2025, and the eighth and ninth-in 2026.
“Currently, intensive work on the implementation of milestones and indicators from WOP 6 and 7 is underway. At the date of the report in question, 12 out of 42 meters under the WOP 6 and 1 of 36 meters from WOP 7 have been implemented. In 2024 the 2nd KPO revision was carried out, in 2025 two subsequent ones are planned, their goal is to facilitate the implementation of reforms and investments and improve the financial liquidity of the KPO” report.
Railway at the top of priorities
According to the government side dedicated to KPO, 800 km of railway lines will be modernized as part of the program. PLN 10.7 billion will be allocated for this purpose and this is the largest part of railway investments under the KPO.

Thanks to the KPO money, we invest the number of black points on the Polish road map, which is to limit the number of accidents and improve traffic liquidity. “We have already liquidated 236 black points on the roads, and ultimately we plan to remove as much as 305” – we read on government pages. “An example of such an investment is the construction of the Brzezia beltway, i.e. a 4.5-kilometer route, thanks to which vehicles with heavy semi-trailers can bypass the center of the town”-we read further.
The construction of 6302 apartments was also qualified to support. It is also developed thanks to KPO funds, digital infrastructure where the internet was missing so far. The broadband internet appeared in 42 thousand. households, where it has not been so far, and ultimately it is to reach 815 thousand.
Almost 7,000 have already been created thanks to KPO. new places of care in nurseries. And until the end of the KPO implementation in 2026 there will be as many as 47.5 thousand. The money from the program will change 97 long -term care places for seniors. Additional money will also go to 102 hospitals from the National Oncological Network throughout Poland. The funds will go to their construction, expansion, modernization and new equipment.
