The raw material contract signed. What in the framework? Military assistance and 57 minerals

The agreement between US and Ukraine's rule “on the establishment of the American -Ukrainian Investment Fund for Reconstruction” refers to 57 minerals and military assistance from the USA, but a number of issues are not described in detail in the document – the European Portal Portal says on Thursday.

According to the portal, during negotiations Ukraine and the US decided to divide the entire arrangement into several parts.

The double -sided contract, signed on Wednesday in Washington, defines the political parameters of cooperation between two governments in the field of exploitation of natural resources, the sale of minerals and US help, including military, which Ukraine will receive in the future. However, many details, including political significance, will be specified in the “technical agreement”, which is not yet ready.

The agreement signed on Wednesday has only 12 pages. For comparison, the project of the document that the US gave Ukraine in March was written with the same font and had over 90 pages.

The parameters of the concluded contract are in accordance with most of the key points presented by Prime Minister Denys Szmyhal on Tuesday. For example, the contract includes detailed guarantees that it will not be contrary to Ukraine's contracts with the EU and Ukraine's aspirations to join the community, and in the case of such a contradiction in the EU accession agreement, the provisions of the US agreement should be changed.

Importantly, the document does not subordinate Ukraine to the American legal system and disputes will be resolved on the basis of parity through consultation – says European truth.

The contract does not regulate the extraction and revenues from mineral extraction. It also does not include revenues from Ukrainian infrastructure, which was originally proposed by the United States – the portal pointed out.

Ukraine invests in the joint fund revenues from the sale of licenses and license fees from the extraction of these minerals, but also has the right to transfer additional funds to the fund.

The US will contribute in particular new weapons supplies for Ukrainian troops. “If (…) the US government provides the Government of Ukraine with new military assistance in any form (including transfers of armament systems, ammunition, technology or training), the US capital contribution will be considered to be increased by the estimated value of such military assistance” – we read in the contract.

According to European truth, some of the provisions presented by the prime minister were not included in the contract. The document does not mention the principles of fund management or about the US liability to not co -rectify income from the Fund for 10 years and reinvesting 100 percent. funds in the reconstruction of Ukraine. These issues are to be specified in the next contract, the text of which is currently being prepared.

Earlier on Wednesday, the US Ministry of Finance announced that the United States and Ukraine signed an economic partnership agreement and the creation of the American-Ukrainian Investment Fund for reconstruction. It is a signal for Russia that the US is obliged to peace based on free and sovereign Ukraine – said the head of the Ministry Scott Bessent.

The signing of the contract was also confirmed by Deputy Prime Minister of Ukraine and the Minister of Economy Julia Swyrydenko. As she wrote on platform X, both the US and Ukraine, they are to make payments to the fund equally, and in the case of the USA as a contribution to the fund the value of future military assistance will count. On the Ukrainian side, the fund is to be powered in the form of 50 percent. revenues to the state budget from the operation of new raw materials.

The BBC portal said on Thursday that Ukraine has numerous critical raw materials, including rare lands. According to the authorities in Kiev, Ukraine has about 5 percent. global “resources of critical raw materials” and at the same time large resources of rare earth metal, i.e. 17 elements used in the production of weapons, turbines, electronic equipment and other key products in the modern world.
