It was targeted by two criminal files in 2020 and 2022, but the DIICOT prosecutors gave up criminal prosecution, on the grounds that the facts are not public interest. Then, he was investigated in two otherwise for offenses of violence, by the prosecutors of the Prosecutor's Office, but in no case was a measure against him. In total, six files that targeted Tudor Duma have reached until now in front of the judges, but only in the last two, investigated after the tragedy on May 2, the courts have decided convictions. He is now in preventive arrest, after the death of Rareș Ion, the young man he was filmed and then abandoned on the sidewalk.

In the autumn of 2020, a father from Bucharest went to DIICOT to claim that Tudor Duma, then 16 years old, sells drugs to teenagers.

In the complaint on October 22, 2020, the man announced that his daughter was buying Cannabis from Maru for about a month.

Duma was already in the viewfinder of the organized crime, after, in the Covid Pandemia, on August 24, 2020, it was detected in the area of ​​the Roman Square, with a grinder containing vegetable fragments with a specific smell of marijuana.

After the complaint made by the father who wanted to protect his daughter, the DIICOT prosecutors began the criminal prosecution for drug trafficking, a few months later, in April 2021.

Caught three times with cannabis over it, in a year

While in the attention of DIICOT, Tudor Duma was several times caught with cannabis.

According to the data in the file consulted by Hotnews, in January 2021, Duma was caught by a police crew on Calea Floreasca, having on it with 9.08 grams of cannabis.

A few months later, in June 2021, he was caught by a crew of Section 2, with 0.70 grams of cannabis, a fact that was noted in his file as “drug holding for his own consumption”.

On the night of August 28, 2021, one year after the first deed, the police stopped him again on a street in Sector 2. Duma had a grinder with 0.35 grams of cannabis.

Heard after a year, he said that he no longer “attends environments in which drugs are consumed”

With all the facts gathered in a single file, Tudor Duma was heard as a suspect on June 3, 2022. The teenager, who in the meantime had dropped high school, offered a summary statement to prosecutors. He could not provide details that would lead to the identification and criminal liability of those from whom he bought drugs.

“I no longer attend surroundings in which drugs are used,” Duma said.

About the teenager whose father had complained to Duma, he claimed that he had not related to her in the last year.

“Regarding the detection of 25.01.2021, the 9.08 grams of cannabis, I declare that it was also intended for my own consumption as the other quantities with which I was detected, I purchase a larger quantity, respectively 10 grams cannabis as the one who sold it to me made a reduction of 5 lei/gram, But I used to consume cannabis rarely, “said Tudor Maru investigators.

After hearing the teenager, the case prosecutor decided to give up criminal prosecution, on the grounds that “there is no public interest in prosecuting the deed.”

The decision to renounce the criminal prosecution was confirmed by the Bucharest Court on July 18, 2022.

“It does not reveal a special danger,” motivated the court, which took into account the personal circumstances of Tudor Duma. He was then a minor, he had no criminal record and, in addition, he promised that he would continue his studies.

From cannabis to high -risk drugs

Two days after he was heard as a suspect at DIICOT, Tudor Duma was trapped again with drugs. Duma was found on June 5 by a police crew in Floreasca Park, with 4.77 grams cannabis and 16 tablets containing clonazepam (risk drug).

A new criminal case was drawn up on behalf of Tudor Duma, and, one year away, the case prosecutor decided to give up the criminal prosecution.

In motivating the decision, he invoked the small amount of drug, the time elapsed from the date of the deed, the sincere attitude and lack of criminal record.

During this time, in the first file, the case prosecutor had not yet adopted a solution, which happened on June 29, 2022.

In the ordinance of the Prosecutor's Office there is no reference to the facts in the first file. The prosecutor's office considered that there would be a clear disproportion between the expenses that would involve a criminal trial and the severity of the follows or that could have been produced.

And the second solution of renunciation to the criminal prosecution was validated by the Bucharest Court, the court stressing in the decision pronounced on March 29, 2023 that “the conclusion of the criminal prosecution bodies is based in the sense that there is no public interest in the criminal prosecution of facts”.

His father asked for a protection order against him

In parallel with the investigations on the offenses regarding the possession of drugs, Tudor Duma was targeted by three other two criminal files instrumented by the prosecutors of the Prosecutor's Office attached to the District 1 Court, one of which was accused of strikes and other violence.

In 2021, while being investigated DIICOT, Duma was detected with a telescopic cane, an object considered forbidden, but the file opened by prosecutors from Sector 1 was closed on the same consideration that the deed is not a public interest.

In January 2022, Duma was involved in a scandal with two other young people. On them, the police found a 55 cm knife and tomato. On September 5, 2023, the prosecutor ordered the classification of the file on the grounds that the preliminary complaint of the injured is missing.

Ten months later, in October 2022, Tudor Duma's father asked for the help of the police, after being dressed and threatened by the son.

Tudor Duma had barricaded himself in his room, blocking the door with furniture, and gave the music to the maximum.

Finally, he was handcuffed by police, who discovered in the room of the young 7 knives with a metal blade and a 1 meter sword, the data in the file shows.

The father told police that the son had threatened him, and the judges issued a protection order against Tudor Duma for 6 months.

The first convictions

Tudor Duma was preventively arrested after the tragedy on May 2, when the accident perpetrator, Vlad Pascu told the police that he was the one who was selling his drugs.

The arrest occurred on September 15, 2023, two days after Maru was filmed while trying to break the pharmacy of Floreasca Hospital, where he had entered clandestin.

In the file in which he was denounced by Vlad Pascu, Duma was sentenced in November last year to 4 years and 3 months imprisonment. For some of the facts of drug trafficking, the court did not take responsibility, on the grounds that the accusation was based exclusively on the testimony of the accident on May 2. The conviction ordered by the Bucharest Court was challenged by both Duma and prosecutors, the file being currently at the Court of Appeal.

Last year, on May 20, Tudor Duma was sentenced to 1 year and 4 months imprisonment in the file at Floreasca Hospital. He was found guilty for theft, after stolen several vials of physiological serum, infusion glucose, masks and adhesive tape rollers. The conviction in this case remained final on November 28, 2024.

In front of the judges, Duma claimed that “committed the deed in the desire to attract followers on the Instagram social network, being also under the influence of alcoholic beverages.”

The court oriented to the special minimum provided by law the punishment, motivating the reduced severity of the crime and that the deed was not a violent one.

The judge said that “the application of the punishment is sufficient and, even without its execution, the convicted person will no longer commit other crimes”.

Abandoned on the sidewalk on the young man who died of overdose

Tudor Duma has been detained on April 17, and since then undergoing preventive arrest, being charged with “The provision of the home for the illicit drug use or the toleration of illicit consumption in the house”, after the death of Rareș Ion. The arrest decision is not final.

On April 15, Duma was live on Tiktok and encouraged Rareș Ion, a 20 -year -old who was fighting with drug addiction, to consume forbidden substances.

The prosecutors emphasized in the report asking for the arrest of “the cynicism of Tudor Duma by refusing to request medical support for the victim, in a serious condition motivated by the possibility of intervening legal issues (this being sent to court for committing the same type of crime), with the assumption of the serious consequences”.
