No less than 187 offers for renting 77 beach areas for the next 10 years have been submitted to the “Romanian Waters”, the institution announcing that it will analyze the documents next week.

“Following the organization by the National Administration” Romanian Waters of the second procedure of public auction Regarding the rent of 77 beach surfaces for summer seasons 2025–2034 (the next 10 years), 187 offers were submitted. Between May 6-9, the offers will be opened according to the procedural calendar ”informed the institution.
The beach subsectors are located in the resorts Mamaia, Constanța, Agigea, Eforie Nord and Eforie Sud, most offers being submitted for the stations Eforie Nord and Eforie Sud.
The criteria for evaluating offers were:
• the price offered – 40%;
• Economic-financial capacity-10%;
• environmental protection – 10%;
• The specific conditions imposed by the nature of the rented good – 40%.
For the sectors / subsectors in the case of the first tender procedure, no single offer has been submitted / at least two valid offers were submitted or the procedure has been canceled, a new tender procedure will be organized.
According to the provisions of GEO no. 19/2006, the surface of the beach sector/sub-sector used for renting the loungers and umbrellas in fixed support will be of maximum 70% of the rented total area, the difference representing it the area for the beach on the sand. The spaces intended for the location of other endowments on the beach will not be taken into account. The remaining 30% is allocated to the free beach, accessible to the public, without including other temporary facilities or construction.
The observance of this provision by the beach operators is mandatory being provided contractually and to be carefully mounted throughout the summer season.
In total, the National Administration “Romanian Waters” has auctioned, in 2025 a total of 160 beach subsectors, with a cumulative area of 133.85 hectares, to be rented between 2025–2034 (the next 10 years). In the first auction procedure that aimed to rent 83 subsectors, 57 were awarded, ie the equivalent of 49 hectares, most of them being located in Mamaia resort.
