In Norilsk, representatives of the authorities and experts discussed successful practices of effective interaction between society, power and business

The Commission on Economics and Labor Relations of the Public Chamber of the Russian Federation and the target capital “Our Norilsk” fund held a round table dedicated to the interaction of society, power and business.
The event was attended by representatives of the authorities and experts, including the deputy chairman of the Legislative Assembly of the Krasnoyarsk Territory Dmitry Sviridov and the chairman of the Norilsk Parliament Alexander Pestryakov.
The main goal of the meeting is to exchange the experience of the work funds of target capital (FCC) and the study of successful practices. In Russia, more than 300 FCC are registered, which receive donations from philanthropists to finance long -term social projects.
The Norilsk Foundation, which has been working since 2019, has already attracted more than 200 patrons and supported 23 projects worth more than 250 million rubles. The main philanthropist is Norkel.
Alexander Pestryakov noted the importance of expanding the FCC tools to increase the volume of donations and the need to support from the authorities:
“For municipalities, the activities of funds of target capital are undoubtedly an important help in the implementation of infrastructure transformations of the social sphere. In my opinion, there is also a need for the evolution of regulatory documents, the application of the special terminology of such a partnership. For example, the business community, especially “large players”, has long been actively involved in the implementation of projects under the auspices of the municipal-private and public-private partnerships. Now, I think, it will be correct to include in this “chain” and the FCC, who have become equal participants in the processes important for the territories. ”
Dmitry Sviridov emphasized that it is important to develop tax preferences for permanent philanthropists. He noted successful cooperation between the FCC, small business and local authorities in Norilsk:
“I am convinced that enduums are an important aspect of the stable development of any territory in various fields. Therefore, it is necessary to intensify the work with regions governments regarding the study of various support measures-legislative, tax, and consulting and methodological, ”said Dmitry Sviridov.
Anna Makukha, director of the FCC “Our Norilsk”, spoke about the importance of partnership with various parties for the effective use of target capital. Maxim Mironov, head of the Norilsk development agency, shared examples of successful educational projects.
Participants in the round table agreed that state support and tax benefits for philanthropists can contribute to the development of the FCC. Sviridov added that the creation of attractive conditions for philanthropists will help attract new investments in social projects.
