The Financing Guide for Rabla 2025 has been sent to the Official Gazette, the Ministry of Environment announces. In the last 20 years, over 1 million cars have been disposed of in this program. The value of the ecotichet for electric cars increases this year to 37,000 lei, about 7,500 euros.
“Through this program we intend to bring on the streets of Romania tens of thousands of new, less polluting cars. If you want a cleaner engine, with lower consumption or a safer car, get ready to register in Rabla 2025! We hope that this year the Rabla program will be a program that will pass any expectation, to beat any other record.
Another novelty is the record budget of 1.43 billion lei, almost 50% higher than the budget of last year, which the Minister of the Environment says he hopes to exhaust as quickly as it will be a single session.
“AFM colleagues say that, in the last 20 years, due to the program we are still calling Rabla, probably the most loved by Romanians, we have caught over 1 million cars in Romania! An absolutely spectacular figure! So, in the hope that in 2025 we will have many Green power on the streets in Romania, I can see the AFM, Faster that the money was over, that the Romanians quickly accessed this program and that, as I said earlier, a large number of safe, new, environmentally friendly cars, especially in the big cities where the air is not always the cleanest, ”said the Minister of the Environment, Water and Forests, Mircea Fechet.
The purpose of the program is to improve the quality of the environment by purchasing new, less polluting and energetically efficient vehicles. The program aims to reduce the effects of air pollution on the environment and the health of the population, caused by exhaust gas emissions from used vehicles, as well as preventing waste generation and achieving the objectives regarding the recovery and capitalization of waste from the vehicles.
The program is multiannual, applied at national level and is carried out between 2025-2030. The financing of the program is made from the income of the Environment Fund constituted from the auction of the greenhouse gas emissions certificates assigned to Romania at the level of the European Union, within the limits of commitment and budgetary credits provided with this destination through the annual budget of the Environment Fund, approved according to the law.
“In 2025, the Rabla program enters a new era of efficiency and accessibility, by launching a new digital application that simplifies the registration process and reduces the file analysis time. These measures come after direct consultations with the car producers and reconfirm the role of the Rabla program as a vital tool for the modernization of the car park and the environmental protection,” Florin said.
The amount of the ecotichet has been established as follows:
-10,000 lei (approximately 2000 euros) for the purchase of a new vehicle with thermal propulsion system (with internal combustion, including LPG/GNC engine) or a motorcycle;
-12,000 lei (about 2400 euros) for a new vehicle with hybrid propulsion system;
-15,000 lei (about 3000 euros) for a new hybrid plug-in vehicle or an electric motorcycle;
-37,000 lei (approximately 7500 euros) for a new 100% electric vehicle or hydrogen combustion pile;
-120,000 lei (about 24,000 euros) for a new hybrid or 100% electric car, in the case of public institutions and administrative-territorial units;
In order to register in the new Rabla program, the applicants will be the ones who will have to complete, in a computer application managed by the Administration of the Environment Fund, a request in this regard and to load all the necessary documents, including those that prove the cassation of a car. The financing is granted, within the limit of the approved budget.
The public institutions and the administrative-territorial units can request a maximum number of 25 ecotiches within a registration session, without the need to cancel a used vehicle.
Individuals can request a maximum of 2 ecotiches within a registration session, one for each new vehicle to be purchased.
The total implementation duration is 90 days from obtaining the status of “beneficiary financing”. During this time, the producers are obliged to issue and introduce the electronic invoice in the application and to complete the formalities of sale-purchase and delivery-receipt of the new vehicle.
“It is mandatory to register permanent to the competent authorities in Romania, on behalf of the beneficiary, of the newly purchased vehicle within the program, for a period of at least 18 months from the issuance of the invoice. By exception, if the new vehicles for which the financing was granted, are purchased in the Leasing System, the permanent registration on the beneficiary's name. Also, it is forbidden to the beneficiaries the alienation of the newly filthy vehicles within the program, for a period of 18 months from the date of issuing the invoice, a provision that applies including the beneficiaries who have purchased new vehicles in the Leasing System ”, the Ministry of the Environment mentions.
