RARS will accumulate strategic gas reserves

On Tuesday, the government is to deal with a draft amendment to the act on oil and gas reserves – according to the agenda of the Council of Ministers. The project assumes that the gas strategic reserves will accumulate RARS, their level will be 1.06 billion cubic meters, and the commander of the gas transmission service will pay for it.


In accordance with the project, the task of creating and maintaining strategic gas reserves from October 1, 2025 is taken over by the Government Strategic Reserve Agency (RARS). The level of these stocks is set at 12.301 TWh, i.e. about 1.06 billion m six.,
Gas purchases and the costs of storing by RARS will be financed from the Fund of Intervention Wrestling and Strategic Stores for natural gas, powered by a monthly fee paid by enterprises ordering the gas transmission service. The agency will buy gas on the stock exchange. In addition, it will be able to buy or sell gas in the mode of tenders, auctions or public procurement.
In addition, RARS will be able to decide where she will keep the supplies, with the proviso that she will have to be able to deliver them to the national transmission system in no more than 50 days in a situation justifying the release of these stocks. The project allows gas storage by RARS in Poland, other EU countries and EFTA member states, which are parties to the EEA agreement.
The amount of the gas fee will be determined by the relevant minister in the regulation, taking into account the agency's tasks, gas prices, storage costs; In the assessment of the effects of the regulation, it was indicated that the maximum cost of gas storage is the tariff of the national storage system operator approved in 2024 – the Gas Storage Poland company belonging to the Orlen company as part of a flexible long -term agreement for Kawern using the maximum power and collection power.
The project is proposed to unify the regulations regarding the so -called sensitive recipients, i.e. those who cannot be limited by gas supply. These are households or listed public entities.
The project indicates that the operators of island gas systems, unhealthy with the national gas network, are required to ensure the continuity of gas supply to sensitive recipients on their own.
Changes in the mandatory supply system of oil and fuels are also foreseen. Entrepreneurs obliged to maintain them will have reduced obligations because some of them will take over RARS. From mid -2025, they will have to keep supplies for 50, not for 53 days of security. This indicator is expected to drop to 47 days from June 30, 2026, and from June 30, 2027 – to 45 days.
In the assessment of the effects of regulation, it is estimated that the cost of maintaining strategic gas stocks in 2026 will amount to just over PLN 1 billion, and in the next it will fall below PLN 800 million per year. (PAP)
