The election campaign for partial local elections begins. Where they are organized and what are the new rules

The Permanent Electoral Authority (AEP) announced that on Saturday, April 19, the election campaign for partial local elections begins, which is to be held on May 4, with the first round of the presidential elections. The authority has drawn attention to the rules that the candidates must follow.

“Considering that on Saturday, April 19 AC, the election campaign for the partial local elections of May 4, 2025 begins, the Permanent Electoral Authority (AEP) urges the electoral competitors to contribute to the conduct of a correct and integral campaign, which will convince the voters on the importance of participating in the electoral process,” he transmitted AEP in a press release.

According to authority, “Since the beginning of the election campaign for the partial local elections, respectively April 19 AC, and until its conclusion, on May 3, at 07:00, all the legal provisions in force must be respected, only certain types of activities and political advertising (electoral propaganda materials), such as the election posters, the audio-audio propaganda, being allowed. Under the law, advertising in the written press, online propaganda materials, brochures, leaflets and other printed materials in the same category.

“Several rules regarding the conduct of the election campaign for the partial local elections were established by the AEP Decision no. 20/2025 regarding the approval of the Guide for Financing of the Electoral Campaign at the partial local elections on May 4, 2025, available at the following link: https://www.roaep.ro/legislatie/wp-content/uploads/2025/04/haep-nr.-20-2025.pdf.

We mention that the electoral propaganda materials produced and used under the conditions of Law no. 334/2006 and of the AEP Decision no. 20/2025 can be labeled according to the provisions of GEO no. 1/2025 regarding some measures for the organization and conduct of the elections for the President of Romania from 2025 and the partial local elections of 2025 and of HAEP no. 9/2025 regarding the way of promoting, distributing, publishing or publishing the political advertising materials used in the election campaign in the elections for the President of Romania in 2025, but it is not a mandatory condition ”, the AEP informed.

At the same time, the AEP stressed that, “In the election campaign for partial local elections, it is forbidden to use discriminatory messages or slogans, hatred and intolerance messages and any forms, means, acts and actions of defamation and religious or ethnic teaching.

At the same time, according to the law, it is forbidden to use vehicles inscribed or chilled with campaign slogans or images of the candidates, as well as with other references to electoral competitors, the use of vehicles that broadcast audio materials, in walking or stationary, organization of shows, celebrations, fireworks, use of banners, mesh, advertising, advertising tents Mobile advertising panels, advertising flags, heels, advertising screens, directional advertising indicators, self -supporting advertising structures, means of advertising, advertising panels, special advertising projects, light advertising ”.
