Participants in the Krasnoyarsk Territory will be able to receive payment for the purchase of housing

In the Krasnoyarsk Territory, the participants will have a priority right to receive social payments for the purchase of housing. The new support measures were discussed at a meeting of the Construction Committee, Housing and Public Utilities and Issues of Civil Defense and Emergencies of the Legislative Assembly.
The Minister of Construction and Housing and Public Utilities of the Territory Mikhail ZASKAKO said that the new support measure will allow those young families in which one or both spouses or one parent in an incomplete young family took part in a special military operation. Recall that now two categories of state program participants are endowed with such a right – families, registered as those in need of improvement of housing conditions until March 1, 2005, as well as young families with three or more children.
The chairman of the committee Alexei Kulesh proposed to support the initiative. The document will be submitted for consideration in the first reading for the nearest session of the Legislative Assembly.
Also, the session will be amended to the regional law on the overhaul of common property in apartment buildings. The main changes relate to the determination of the deadlines for the provision of information to amend the regional major repairs program and the procedure for examining the technical condition of the houses.
At the meeting of the Committee, representatives of the Accounts Chamber spoke, which presented the results of the audit of the Center for the Development of the Communal Complex for 2022–2023. The company operates utilities in 105 settlements, covering more than 70 thousand consumers, and also acts as a customer for the construction of communal infrastructure through subsidies from the federal and regional budgets. The authorized fund of the enterprise at the time of the audit amounted to 1.3 billion rubles. The staff of employees is over 1.5 thousand people.
But the audit showed numerous violations. Among them, the deterioration of the financial condition of the enterprise: the share of property with a high degree of wear has increased (120 objects with 100%wear); the net loss of the enterprise in 2022 – 245.4 million rubles (for 9 months of 2023 – 168.4 million rubles); The company did not fully fulfill the obligation of the concessionaire on the reconstruction of facilities, etc.
“It is important that the ministry and government of the Territory take steps to eliminate the gross shortcomings and shortcomings that were discovered as a result of checking the Accounts Chamber,” said Alexei Kulesh.
The acting director of the Center for the Development of the Communal Complex Nikolai Kuznetsov explained that 22 out of 24 comments have already been eliminated, the rest are in the work.
Deputy Anatoly Samkov noted the low amount of wages of employees of the enterprise and, as a result, a shortage of qualified personnel. Vitaly Drozdov drew attention to the formation of tariff policy. Deputy Chairman of the Committee Elena Penzina asked Mikhail Zasko whether the Government of the region was considering the possibility of enlargement of resource -supplying organizations or the creation of a single regional enterprise, and received a positive answer.
The deputies accepted the results of the report, and the chairman of the committee, Alexei Kulesh, invited the Accounts Chamber to conduct a re -check of the regional enterprise.
At the end of the meeting, several federal initiatives were supported, including the creation of a single register of citizens in need of improvement of housing conditions, and a bill proving to submit applications for the transfer of a dwelling to non -residential through the “public services”.
