Rectors conferences are represented by national institutions of the Higher Education and Science System. Three such a bitch from: Germany (Hochschulrectorerenkonferaz; HRK), France (France Universités) and Poland (conference of rectors of the Academic Polish Schools; Krasp) appealed to EU funds for scientific research – “appropriate and adapted to future challenges” and “based on openness and excellence.

“By supporting the current care of the European Commission for the promotion of EU competitiveness by strengthening scientific research and innovation, rectors' conferences are in the 10th edition of the proven program of financing scientific research and innovation,” reads in a press release sent by Krasp.

In addition, the rectors' conferences “accept clear support with satisfaction – expressed in the recently adopted EU Member States of the Warsaw Declaration – for the future research financing structure based on the successful heritage of existing + independent + framework programs.”

The Warsaw Declaration proposed by the Polish presidency is a document adopted unanimously by 27 EU Member States as part of the informal meeting of science ministers in Warsaw, which took place in March. The signatories of the document admonish themselves “about the ambitious and effective program of financing science and innovation” because it is a “condition of a competitive, technologically independent and safe Europe.” They also called the European Commission to provide an appropriate budget for a future framework program in the field of scientific research and innovation, as well as a stable support system for European researchers.

“The Warsaw Declaration, which was established as part of the Polish Presidency, emphasizes the key importance of strengthening the European dimension of science. To develop innovations and competitiveness, European science must actively support the creation of strong networks between all key participants of the European research space. Counteracting inequalities in scientific potential, especially in such countries as Poland, requires continuous implementation of carefully designed, strategic strategic mechanisms. Support. Bogumiła Kaniewska, quoted in the announcement.

Three rectors' conferences also support the position of the European Parliament in favor of a special “financial structure, supporting – both effectively and comprehensively – conducting scientific research at universities.”

“European scientific research already represents the world level, and the EU should be based on this power to support innovation, and not threaten the current success. The chairman of the German, Polish and French rectory conference is agreed that the academic community needs both reliable and supporting the environment with optimal working conditions – including stable and predictable financial structures – to provide the most effective, to provide the most effective. results of scientific research and innovation, “it was indicated.

At the same time, the rectors added that “the crushed landscape focused on short -term finasis instruments, dispersed from various EU directors, would exclude scientific talents through excessive complexity and finally, he wasted valuable innovative potential.”

Chairman of HRK prof. Walter Rosenthal reminded that the European Commission announces competitiveness in the compass that the European Council for Scientific Research (ERC) must better adapt to EU policy and its priorities. According to him, this threatens the effective role of ERC in the landscape of science in Europe. “Basic studies financed by ERC must remain thematically unlimited, because only researchers can determine the new knowledge potential and predict future innovative trends. The success of this approach is also reflected in a large number of commercially profitable patents resulting from projects financed by ERC,” he pointed out. (PAP)
