Can USR do electoral propaganda for Nicușor Dan? What does the permanent electoral authority guide say

The Permanent Electoral Authority (AEP) has published a guide for the labeling of political advertising materials, in the context of the election campaign for the presidential elections 2025, specifying the conditions in which a candidate can do its election campaign and how it can be supported. The information was transmitted after Gold claimed that the BEC admitted a referral to Nicușor Dan, for whom the USR affirmed its political support.
The guide details the rules of labeling of these materials, according to the legislation in force, thus ensuring a correct and transparent information of the public, states AEP in a press release.
According to the AEP document, all candidates, political parties, political or electoral alliances, organizations of citizens belonging to national minorities, as well as citizens with voting rights have the right to express their free opinions. This can be done by organizing meetings, assemblies, direct communication with voters and the use of various information environments, in compliance with the legal provisions.
The guide also clarifies the definition of political advertising, which includes any activity to promote an electoral message, carried out in exchange for a remuneration or as part of a campaign.
“According to the legal provisions in force, in the election campaign, political advertising means the preparation, placement, publication, distribution or dissemination, by any means, a message, normally in exchange for a remuneration or through internal activities or as part of a political advertising campaign, by a political actor, on behalf of the electoral competitor”, in the name of the Electoral.
AEP explained who enters the category “political actors”.
“At the same time, under the legal provisions incident to the election campaign for the election of the President of Romania in 2025, political parties, the organization of the citizens belonging to the national minorities, their candidates or the independent candidates, any party member who holds an elective mandate and promoting the formation, the local council, the local councilor, are considered. County, deputy, senator, MEP, a member of the administration at national or local level) and any natural or legal person, who represents or acts on behalf of any of the persons or organizations mentioned above and promoting the political objectives of any of these persons or organizations ”, shows the permanent electoral authority.
Political actors can produce and disseminate advertising materials only for their own candidates with approved applications, according to the lists published on the website of the Central Electoral Bureau.
“The guide states that the political actors can prepare, place, promote, publish, distribute or diffuse, by any means, political advertising materials only for their own candidates proposed by the political formations and whose candidates have remained final, as they are found on the Central Electoral Bureau,” according to the electoral authority.
The AEP also mentions that any form of advertising that does not comply with the established legal regulations is prohibited, and the electoral competitors are not allowed to produce their own materials.
