How the manager of Constanta County Hospital was motivated to change the head of UPU: “A man is needed” / DSU notifies CNCD

The Department for Emergency Situations (DSU) announces on Saturday that it will notify the National Council for Combating Discrimination (CNCD) regarding the statements made by the manager of the Constanta County Emergency Clinical Hospital regarding the main reasons for the change of the head of the Emergency Reception Unit. DSU believes that these statements have a “profoundly discriminatory and offensive character”, as they refer to “the need to appoint a man to manage the duties of this function that is recently responsible including the Heliport of the Hospital”.
- “To suggest that a woman doctor cannot cope with the administrative or operational responsibilities of a leadership function, just because she is a woman, it flagrantly violates the principles of equal opportunities, in any field, especially in the medical one.
- Such statements do nothing but promote unacceptable and dangerous gender stereotypes. Moreover, these actions can devalue the proven professional competences of the female medical staff.
- At the same time, a harmful precedent in the emergency system can be created, with a major impact on emergency reception units, where professionalism and experience should be the only real selection criteria, ”DSU argues in a statement, quoted by Agerpres.
DSU also emphasizes that at national level there are several emergency units (UPU), including from the regional hospitals, exemplary by women doctors, and in this context requests “withdrawing these statements and a responsible public explanation”, as well as “respecting the legislation on equal opportunities and the non -discriminatory treatment within the public institutions”.
- “Given the discriminatory circumstances applied to a woman, the negative impact on the management of the other UPU at national level, but also of the entire emergency system, the Emergency Department will notify the National Council for Combating Discrimination.
- We mention that the Department for Emergency Situations does not intervene in the decisions to appoint the heads of Emergency Receptions, these being the competence of the management of each hospital. However, our approach is determined by the unacceptable way in which the change of the management of UPU Constanta was motivated, by discriminatory statements on gender criteria, ”says DSU.
“A man is needed”
The manager of SCJU Constanta, Raluca Ştefan, told the local public Cuget Liber that it was changed from the position of head of UPU, starting April 1, Dr. Rodica Tudoran, although it is not reproached, but it is necessary to appoint a man to manage the section, and the heliport and to be able to meet the “Heliport”.
On Saturday night, following the criticisms regarding the discriminatory statements, the manager of Constanța County Hospital, Raluca Stefan, said that he assumes the statements made to the newspaper Cuget Liber. About the statement that “a man is needed,” he says “it was an error, a pressure statement”.
“When I came, I extended the contract of Mrs. Tudoran, who stated that it would be repositioned. In conclusion, it was a mistake to express what I wanted to say. I wanted to say that an iron hand is needed. Dr. Mircea Leu is an experienced man who works on the helicopter and SMURD, and she is always at work.”
