The head of the LDPR faction in the Legislative Assembly of the Krasnoyarsk Territory Alexei Boykov commented on the response of the antimonopoly service about the tariffs of the housing and communal services.
“The growth of tariffs in housing and communal services in the Krasnoyarsk Territory is a“ necessary measure ”, and the money goes to the“ modernization of networks ”.” So they answered in the Federal Antimonopoly Service to the appeal of the head of the LDPR faction in the Legislative Aleks of Alexei Boykov about the tariffs of the housing and communal services in our region. The deputy says: the answer says that the tariffs are approved by the regions, and the FAS only exercises control and monitoring.
“Translated from clerical into a simple language, this means one thing: the federal department takes off his responsibility, and people are left alone with unbearable payments,” emphasizes Alexei Boykov.
Recall that from July 1, in some cities of the Krasnoyarsk Territory, tariffs for Kommunalka grew by 18-20 %. At the same time, the maximum index is set at 15 %. If we take neighboring regions for comparison, then there is not even actual, but the growth level established by power is lower than in our region.
“So, in Khakassia, where, like ours, there are strong energy and coal, tariffs should grow by no more than 11%. Why are prices in a neighboring region rising one and a half times less? In the Irkutsk and Novosibirsk regions, growth will be 11.9%. For other neighbors, the picture is similar: a communal apartment in Tuva and the Tomsk region will rise in price by 11.3%. There are more striking examples: so, in the Republic of Altai, housing and communal services will grow by 8.8%, and in the Amur region by 8.6%, ”said Alexei Boykov.
The deputy also emphasizes: if the FAS indicates that the growth of tariffs is necessary to maintain stable work of utilities and improve the quality of services, then why do not residents of the brave and Ilan, where people have to give 300 rubles per cubic meter of water.
At the same time, the necessary increase in utilities for utilities is also stated in the regional Ministry of Tariff Policy. There, at the request of the Ilan deputies of the LPDR, they replied: “The establishment of tariffs below the economically reasonable level leads to underfunding work on the reconstruction and repair of networks,” and “only justified regulatory costs are included in the tariff structure.”
“They also included the salaries of workers to the level of minimum wage and costs of water quality control,“ which were not previously taken into account ”. It turns out that earlier the tariff was without repair and without quality control, and now with repair and control. But from this the water did not become cleaner. Cherry on the “cake” – an explanation of the maximum index: “The total fee of citizens for a complex of utilities should not exceed the established limit”. And if it exceeds, “performers do recalculation and receive compensation.” That is, people are invited first to get an unbearable account, then write a statement, wait for the recalculation, and somewhere in parallel reality-to believe that they will once receive compensation, ”commented the response of the Ministry of Tariff Policy Alexei Boykov.
The LDPR faction in the Legislative Assembly has already twice introduced draft laws on the regional standard of the maximum permissible share of expenses for the “communal” – no more than 10% of the total family income. Both times the bills were rejected.
Now the party deputies are also waiting for a response from the prosecutor's office, which began checking the growth of housing and communal services tariffs in the region after the appeal of Alexei Boykov.
