Applications for the EC for loans were submitted by 19 Member States for a total amount of EUR 150 billion. Poland is applying for EUR 45 billion.

The SAFE preferential loan program was established during the Polish chairman in the EU Council, which the Polish presidency sought. It is part of the plan to dispose of Europe in a relationship, among others with developing military potential by Russia.

Loans under SAFE, granted to EU member states and enlisted by the ECwill be guaranteed by the EU budget. Funds can be allocated to both military equipment and ammunition. Money will be granted to willing member states based on their defense plans.

As part of the SAFE program in the next step, member countries will submit formal applications, for which they have until the end of November. The entry of preliminary interest by 19 countries will allow the EC to evaluate the demand and prepare to raise funds on capital markets.

As a rule, Safe is to contribute to the development of cooperation in the area of defense orders between EU countries. Money from loans will be transferred to projects reported by at least two countries. In the first year, however, there will be an exception to this rule – it will be possible to submit applications for contracts already concluded by one country.

Ukraine will also be able to participate in the loan program, which is to further strengthen the potential of its arms industry and help her in the defensive war with Russia. However, Kyiv will participate in the program in cooperation with at least one member state. The program will also be made available to Norway and Switzerland as associated countries and countries that will conclude a defense partnership agreement with the EU. Great Britain has already adopted such an agreement.
